SUMMARY
This measure designates the State Fair Race Track located on the
grounds of the California Exposition and State Fair (Cal Expo)
as the "Kirk Breed Memorial Race Track."
FISCAL EFFECT
Minor Fair and Exposition Fund costs to Cal Expo to make and
erect the appropriate memorial plaque; these costs are fully
covered by donations.
COMMENTS
Purpose. This measure honors Mr. Kirk E. Breed, who had a
notable career in public service as a member and regional
director of the Peace Corp in South America, an Assembly
committee consultant, manager of Cal Expo, and executive
director of the California Horse Racing Board.
According to the author, Mr. Breed demonstrated a lifelong
passion for horses and the cowboy culture of the American West,
producing the America's Wild West Show, lobbying on behalf of
interests such as the Pacific Coast Quarter Horse Racing
Association and Ray Cammack Carnival Shows, and leading annual
trail rides with the Flying Cowboys and Sonoma Trail Blazers for
over 25 years. Supporters state that Mr. Breed worked
"tirelessly for high professional health and safety standards in
horse racing."
