To the Members of the California State Senate:

I am returning Senate Bill 133 without my signature.

This bill would reform the laws governing use of housing funds by
entities statutorily required to set aside tax increment funds to
increase, preserve and improve low and moderate income housing.

Undoubtedly, ensuring low and moderate income housing funds are
expended to provide housing is important, but the simple fact is that
the bill's requirements are no longer applicable in the wake of the
dissolution of redevelopment agencies. The reforms in this bill can
and should be discussed during the development of new economic
development programs. Signing this bill would not have the desired
outcome sought by the author and sponsors.
