Existing law, the California Community Care Facilities Act, provides for the licensure and regulation of community care facilities by the State Department of Social Services.
This bill would make technical, nonsubstantive changes to these provisions.

The people of the State of California do enact as follows:
Section 1501 of the Health and Safety Code is
2amended to read:
(a) The Legislature hereby finds and declares that there
4is an urgent need to establish a coordinated and comprehensive
5statewide service system of quality community care for mentally
6ill, developmentally and physically disabled, and children and
7adults who require care or services by a facility or organization
8issued a license or special permit pursuant to this chapter.
9(b) Therefore, the Legislature declares it is the intent of the state
10to develop policies and programs designed to: (1)begin delete insureend deletebegin insert ensureend insert a
11level of care and services in the
community which is equal to or
12better than that provided by the state hospitals; (2)begin delete assureend deletebegin insert ensureend insert
P2 1 that all people who require them are provided with the appropriate
2range of social rehabilitative, habilitative and treatment services,
3including residential and nonresidential programs tailored to their
4needs; (3) protect the legal and human rights of a person in or
5receiving services from a community care facility; (4)begin delete insureend deletebegin insert ensureend insert
6 continuity of care between the medical-health elements and the
7supportive care-rehabilitation elements of California’s health
8systems; (5)begin delete insureend deletebegin insert
ensureend insert that facilities providing community care
9are adequate, safe and sanitary; (6)begin delete assureend deletebegin insert ensureend insert that rehabilitative
10and treatment services are provided at a reasonable cost; (7)begin delete assureend delete
11begin insert ensureend insert that state payments for community care services are based
12on a flexible rate schedule varying according to type and cost of
13care and services provided; (8) encourage the utilization of
14personnel from state hospitals and the development of training
15programs to improve the quality of staff in community care
16facilities; and (9)begin delete insureend deletebegin insert
ensureend insert the quality of community care
17facilities by evaluating the care and services provided and
18furnishing incentives to upgrade their quality.
