           DIGEST  :    This bill extends the sunset date of the commercial  
          salmon stamp from January 1, 2014, to January 1, 2019.

           Assembly Amendments  (1) replace references to the Commercial  
          Salmon Stamp Account with references to the Commercial Salmon  
          Stamp Dedicated Subaccount (Subaccount); (2) require the  
          transfer of specified moneys from the Fish and Game Preservation  
          Fund (FGPF) to the new subaccount; and (3) make other conforming  
          changes and delete obsolete cross-references.

           ANALYSIS  :    

          Existing law:

          1. Requires persons to purchase a commercial fishing license in  
             order to take salmon for commercial purposes.  The Department  
             of Fish and Wildlife (DFW) requires a commercial fishing  
             stamp affixed to the commercial fishing license.  The stamp  
             is issued upon application and payment of a base fee of $85.   
             The fee is adjusted depending on the amount of salmon landed  
             in the previous year, but may not exceed $260; salmon  
             landings in the state that exceed 3,000,000 pounds dressed  
             weight shall cause the fee to be increased by $12.50 for  
             every 250,000 pounds, but not exceeding the cap of $260.   
             Since 2010 the license fee has been at its base price of $85.  


          2. Requires that after deducting the administrative costs for  
             issuing the commercial fishing salmon stamps, which may not  
             account for more than 15% of the funds, DFW shall deposit the  
             fees in the Commercial Salmon Stamp Account (CSSA), which was  
             abolished March 14, 2013, in the Fish and Game Preservation  
             Fund.  The money in the account is available to DFW, upon  
             appropriation by the Legislature, for new or expanded salmon  
             restoration and enhancement programs in the state that will  
             serve to increase ocean salmon landings.  The money in this  
             account may not be used in lieu of other funds appropriated  
             for salmon restoration and enhancement programs.

          3. Establishes the Commercial Salmon Trollers Advisory Committee  
             that is charged with recommending programs and a budget for  
             expenditures from the account to DFW.

          This bill:

          1.Extends the sunset on the Commercial Salmon Trollers  
            Enhancement and Restoration Program, including the commercial

            fishing salmon stamp requirement, from 2014 to 2019. 

          2.Requires that fees from the sale of commercial fishing salmon  
            stamps, after deducting DFW administrative costs, to be  
            deposited in the Subaccount in FGPF, and provides that any  
            moneys that were in the previous Commercial Salmon Stamp  
            Account as of March 14, 2013 and were retained in the FGPF,  
            shall be transferred to the Subaccount.

          According to the Senate Appropriations Committee:

           Likely annual salmon stamp revenues of approximately $250,000  
            but varying between $50,000 and $500,000 to the CSSA within  
            the Fish and Game Preservation Fund (special fund).

           Annual expenditures in the low hundreds of thousands from the  
            CSSA for hatchery operations, scientific research and  
            monitoring, and habitat restoration from the CSSA.

           Annual cost pressure in the low hundreds of thousands on the  
            non-dedicated portion of the Fish and Game Preservation Fund  
            (special fund) to match expenditures from the CSSA for the  
            hatchery production of chinook salmon.

           Approximate annual administrative costs of $30,000 from the  
            CSSA.

           Approximate annual costs of $50,000 from the non-dedicated  
            portion of the Fish and Game Preservation Fund for  
            administrative costs not covered by the CSSA.
