   An act to amend Section 31451 of the Government Code, relating to
county employees' retirement.

   SB 216, as introduced, Beall. County employees' retirement.
   The County Employees Retirement Act of 1937 prescribes the rights,
benefits, and duties of members of the retirement systems
established pursuant to its provisions.
   This bill would make technical, nonsubstantive changes to a
provision of the County Employees' Retirement law.
   Vote: majority. Appropriation: no. Fiscal committee: no.
State-mandated local program: no.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

  SECTION 1.  Section 31451 of the Government Code is amended to
read:
   31451.  The purpose of this chapter is to recognize a public
obligation to county and district employees who become incapacitated
by age or long service in public employment and its accompanying
physical disabilities  ,  by  making provision
  providing  for retirement compensation and death
benefit as additional elements of compensation for future services
 ,  and to provide a means by which public employees who
become incapacitated may be replaced by more capable employees to the
betterment of the public service  ,  without prejudice and
without inflicting  a  hardship upon the employees
removed.
