Existing law requires a retailer of various specified products, such as rechargeable batteries and cell phones, sold in the state to have in place a system for the acceptance and collection of those products for reuse, recycling, or proper disposal.
This bill would declare the intention of the Legislature to enact subsequent legislation to establish a program for the management of used mattresses, with specified components.

The people of the State of California do enact as follows:
The Legislature hereby declares its intention to
2enact subsequent legislation to establish a program for the
3management of used mattresses that would create an economically
4practical system for recycling used mattresses, reduce the impact
5of illegally dumped mattresses, harness existing infrastructure for
6transporting used mattresses to recyclers, and minimize costs to
7both governments and consumers.
