An act to add Section 60200.9 to the Education Code, relating to instructional materials.

Existing law prohibits the State Board of Education from adopting instructional materials until the 2015-16 school year.

This bill would require the state board to consider the adoption of a revised curriculum framework and evaluation criteria for instructional materials in science on or before November 30, 2015, and would require the revised curriculum framework to be based on specified science content standards.

Vote: majority. Appropriation: no. Fiscal committee: yes. State-mandated local program: no.

The people of the State of California do enact as follows:

SECTION 1.  

The Legislature finds and declares all of the
2following:

3(a) California has committed itself to adopting new science
4standards based on the Next Generation Science Standards. Under
5current law, the State Board of Education must adopt, reject, or
6modify the new science standards by November 30, 2013.

7(b) Curriculum frameworks provide necessary support for
8teachers, administrators, and the public for the implementation of
9content standards. Development of curriculum frameworks in
P2    1science is currently suspended through July 1, 2015, pursuant to
2Section 60200.7 of the Education Code.

3(c) The adoption of an updated curriculum framework does not
4mandate the purchase of new instructional materials, but provides
5guidance for the purchase of updated supplemental instructional
6materials and does not result in automatic new costs to the state
7or local educational agencies.

SEC. 2.  

Section 60200.9 is added to the Education Code, to
9read:

60200.9.  

Notwithstanding Section 60200.7, on or before
11November 30, 2015, the state board shall consider the adoption of
12a revised curriculum framework and evaluation criteria for
13instructional materials in science. The revised curriculum
14framework shall be based on the science content standards adopted
15pursuant to Section 60605.85.
