Existing law prohibits the State Board of Education from adopting instructional materials until the 2015-16 school yearbegin insert except for requiring the state board to adopt, among other things, revised curriculum frameworks and evaluation criteria for English language arts that are aligned to certain adopted content standards no later than May 30, 2014end insert.

This bill would require the state board to consider the adoption of a revised curriculum framework and evaluation criteria for instructional materials in science on or beforebegin delete November 30, 2015,end deletebegin insert January 31, 2016,end insert and would require the revised curriculum framework to be based on specified science content standardsbegin insert and to include English language development strategies, as specified, and strategies to address the needs of pupils with disabilities.end insertbegin insert The bill would also extend the deadline for the state board to adopt revised curriculum frameworks and evaluation criteria for English language arts until July 30, 2014end insert.

The people of the State of California do enact as follows:

SECTION 1.  

The Legislature finds and declares all of the
2following:

3(a) California has committed itself to adopting new science
4standards based on the Next Generation Science Standards. Under
5current law, the State Board of Education must adopt, reject, or
6modify the new science standards by November 30, 2013.

7(b) Curriculum frameworks provide necessary support for
8teachers, administrators, and the public for the implementation of
9content standards. Development of curriculum frameworks in
10science is currently suspended through July 1, 2015, pursuant to
11Section 60200.7 of the Education Code.

12(c) The adoption of an updated curriculum framework does not
13mandate the purchase of new instructionalbegin delete materials, but provides
14guidance for the purchase of updated supplemental instructional
15materials and does not result in automatic new costs to the state

SEC. 2.  

Section 60200.9 is added to the Education Code, to
18read:

60200.9.  

Notwithstanding Section 60200.7, on or before
20begin delete November 30, 2015,end deletebegin insert January 31, 2016,end insert the state board shall
21consider the adoption of a revised curriculum framework and
22evaluation criteria for instructional materials in science. The revised
23curriculum framework shall be based on the science content
24standards adopted pursuant to Section 60605.85.begin insert In adopting the
25revised curriculum framework, the state board shall ensure both
26of the following:end insert

28are aligned to the standards adopted pursuant to Section 60811.

60207.  

(a) Notwithstanding Section 60200.7, the state board
34shall adopt both of the following:

35(1) Revised curriculum frameworks and evaluation criteria that
36are aligned to the content standards adopted pursuant to Section
3760605.8 for English language arts no later thanbegin delete Mayend deletebegin insert Julyend insert 30, 2014.

2content standards adopted pursuant to Section 60605.8 for
3mathematics no later than November 30, 2013.

4(b) Notwithstanding Section 60200.7, the state board may adopt
5instructional materials for kindergarten and grades 1 to 8, inclusive,
6that are aligned to the content standards adopted pursuant to Section
760605.8 for mathematics no later than March 30, 2014.

8(1) For purposes of adopting instructional materials for
9mathematics pursuant to this subdivision, the state board may adopt
10evaluation criteria for mathematics no later than March 31, 2013.
11The criteria may allow for the adoption of materials that have been
12reviewed and adopted by another state that has adopted the
13common core academic content standards.

14(2) Instructional materials adopted pursuant to this subdivision
15shall remain adopted until the next statewide adoption of
16instructional materials for mathematics.

17(c) State board policies shall ensure that the English language
18arts curriculum frameworks for kindergarten and grades 1 to 12,
19inclusive, and instructional materials for kindergarten and grades
201 to 8, inclusive, include the English language development
21standards as adopted by the state board in 1997 and revised
22thereafter, and English language development strategies in the core
23subjects of mathematics, science, and history-social science.

24(d) State board policies shall ensure that curriculum frameworks
25for kindergarten and grades 1 to 12, inclusive, and instructional
26materials for kindergarten and grades 1 to 8, inclusive, include
27strategies to address the needs of pupils with disabilities in the
28four core subjects of mathematics, science, history-social science,
29and English language arts.

30(e) Each curriculum framework that the state board adopts shall
31describe, to the extent the state board deems appropriate, the
32manner in which content can be delivered to intentionally build
33all of the following skills into and across each content area:

34(1) Creativity and innovation, including, but not limited to,
35thinking creatively, working creatively with others, and
36implementing innovations.

37(2) Critical thinking and problem solving, including, but not
38limited to, reasoning effectively, using systems thinking, making
39judgments and decisions, and solving problems.

P4    1(3) Collaboration, including, but not limited to, working
2effectively in diverse teams, adapting to change and being flexible,
3demonstrating initiative and self-direction, working independently,
4demonstrating productivity and accountability, and demonstrating
5leadership and responsibility.

6(4) Communication, including, but not limited to,
7communicating clearly and effectively through reading, writing,
8and speaking.

9(5) Construction and exploration of new understandings of
10knowledge through the integration of content from one subject
11area to another to provide pupils with multiple modes for
12demonstrating innovative learning.
