Bill Summary: SB 306 would extend the sunsets of the
Speech-Language Pathology and Audiology and Hearing Aid
Dispensers Board, the Physical Therapy Board of California, and
the California Board of Occupational Therapy. The bill also
makes certain changes to those boards' authorities and
responsibilities.
Fiscal Impact:
Ongoing costs of $1.9 million per year, offset by fees, for
the extension of the Speech-Language Pathology and Audiology
and Hearing Aid Dispensers Board (Speech-Language Pathology
and Audiology Fund).
Ongoing costs of $3.2 million per year, offset by fees, for
the extension of the Physical Therapy Board of California
(Physical Therapy Fund).
Ongoing costs of $1.4 million per year, offset by fees, for
the extension of the California Board of Occupational
Therapy (Occupational Therapy Fund).
Background: Under current law, various boards and bureaus within
the Department of Consumer Affairs license and regulate certain
profession within the state.
Chiropractic Examiners are licensed and regulated by the State
Board of Chiropractic Examiners, which was created by a
citizen's initiative and is not subject to a statutory sunset.
The California Speech-Language Pathology and Audiology and
Hearing Aid Dispensers Board is authorized to license
Speech-Language pathologists and aides and assistants,
audiologists and hearing aid dispensers. The authorizing

statutes for this board sunset on January 1, 2014.
The California Board of Occupational Therapy is authorized to
license occupational therapists and assistants. The authorizing
statutes for this board sunset on January 1, 2014.
The Physical Therapy Board of California is authorized to
license physical therapists and assistants and employ an
executive officer. The authorizing statutes for this board
sunset on January 1, 2014.
Proposed Law: SB 306 would extend the sunset of several
licensing boards within the Department of Consumer Affairs and
make certain statutory changes to those boards'
responsibilities.
Specific provisions of the bill would:
Make the State Board of Chiropractic Examiners subject to
review by the Legislature;
Extend the sunset of the California Speech-Language
Pathology and Audiology and Hearing Aid Dispensers Board and
the board's authority to designate an executive officer to
January 1, 2018;
Authorize the California Speech-Language Pathology and
Audiology and Hearing Aid Dispensers Board to refuse to
issue a license for violations of terms or conditions of a
probationary license;
Extend the sunset of Physical Therapy Board of California
and the board's authority to designate an executive officer
to January 1, 2018;
Extend the sunset of Occupational Therapy Board of
California to January 1, 2018.
Related Legislation: This bill is one of several bills
introduced this session to extend the sunset on licensing boards
within the Department of Consumer Affairs - including SB 305
(Price), SB 307 (Price), SB 308 (Price), and SB 309 (Price).
Staff Comments: The additional authority provided to the
California Speech-Language Pathology and Audiology and Hearing
Aid Dispensers Board is not anticipated to result in any
additional costs.
