BILL ANALYSIS Ó SB 308 Page 1 Date of Hearing: August 21, 2013 ASSEMBLY COMMITTEE ON APPROPRIATIONS Mike Gatto, Chair SB 308 (Lieu) - As Amended: August 5, 2013 Policy Committee: Business and Professions Vote: 16 - 0 Urgency: No State Mandated Local Program: No Reimbursable: SUMMARY This bill extends until January 1, 2018 the provisions of the Interior Design Law and the Board of Guide Dogs for the Blind (BGDB), and extends until January 1, 2016 the provisions of the Board of Barbering and Cosmetology (BBC) and the term of its executive officer, and makes various other technical changes to those provisions. FISCAL EFFECT Annual fee-supported special fund costs associated with continued operation of the following regulatory entities, as follows: 1)BBC - approximately $23 million in revenue and approximately $20 million in expenditures. 2)BGDB - approximately $150,000 in revenue and approximately $200,000 in expenditures. COMMENTS Purpose . This bill is one of four sunset bills that extend the operations of certain boards, bureaus and committees regulated by the Department of Consumer Affairs, and make various technical regulatory changes. Specifically, this bill extends until January 1, 2018, the provisions establishing the Interior Design Law for certified interior designers, and the board regulating the training of guide dogs for the blind. Additionally, this bill extends until January 1, 2016, the provisions establishing the BBC and the term of its executive SB 308 Page 2 officer.
