An act to amend Section 18766 of the Education Code, relating to
libraries.
LEGISLATIVE COUNSEL'S DIGEST
SB 331, as introduced, Liu. California Library Services Act:
statewide communications and delivery intranet.
The California Library Services Act establishes the California
Library Services Board and provides that its duties include, among
other things, adopting rules, regulations, and general policies
relating to the implementation of the act. The act provides for the
establishment of systems, which are defined as cooperative library
systems. The act requires the California Library Services Board to
establish and administer 2 or more state reference centers to be
responsible for answering reference requests that cannot be met by
systems and libraries participating in the programs authorized by the
act.
Existing law requires the California Library Services Board to
establish and maintain a statewide communications and delivery
network between and among systems, state reference centers,
independent public libraries, and all other libraries participating
in the programs authorized by the act.
This bill would instead require the California Library Services
Board to establish and maintain a statewide communications and
delivery intranet, rather than network, which may also be accessed by
public elementary, secondary, and postsecondary schools.

THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:
SECTION 1. Section 18766 of the Education Code is amended to read:
18766. The state board shall establish and maintain a statewide
communications and delivery network intranet
between and among systems, systems;
public elementary, secondary, and postsecondary schools; state
reference centers , ; independent
public libraries ; and all other libraries participating
in the programs authorized by this act.
