The California Library Services Act establishes the California Library Services Boardbegin delete and provides that its duties include, among other things, adopting rules, regulations, and general policies relating to the implementation of the act. The act provides for the establishment of systems, which are defined as cooperative library systems. The act requires the California Library Services Board to establish and administer 2 or more state reference centers to be responsible for answering reference requests that cannot be met by systems and libraries participating in the programs authorized by the act.end delete

7board, may enter into a cooperative agreement with a
8high-bandwidth, high-capacity Internet service provider for the
9purpose of providing services to all public libraries in the state,
10including the most underserved.
11(b) The state board shall develop formulas for
the equitable
12allocation of reimbursements or grant distributions to systems,
13pursuant to subdivision (f) of Section 18724, for any dedicated
14state funding associated with a system’s participation in the
15statewide communications and delivery collaborative network and
16related costs pertaining to broadband capacity upgrades.
