   An act to add Section 12025 to the Government Code, relating to
 the  state government.


	LEGISLATIVE COUNSEL'S DIGEST


   SB 335, as amended, Yee. Expenditures: service contracts.
   Existing law requires the Financial Information System for
California (FISCal) to include a state budget transparency component
that allows the public to have access, on an Internet Web site, to
specified information for each General Fund and federal fund
expenditure.
   This bill would require, upon full implementation of the FISCal
Project for state departments and agencies  required to use
  that are utilizing the full functionality of  the
FISCal system, specified information regarding contracts for
services in the amount of $5,001 or more to be made available to the
public on the FISCal Project Internet Web site in a format that
allows for searching and sorting by specified categories.
   Vote: majority. Appropriation: no. Fiscal committee: yes.
State-mandated local program: no.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

  SECTION 1.  Section 12025 is added to the Government Code, to read:

   12025.  Upon full implementation of the Financial Information
System for California (FISCal) Project for state departments and
agencies  required to use   that are utilizing
the full functionality of  the FISCal system, information
regarding contracts for services in the amount of five thousand one
dollars ($5,001) or more shall be made available to the public on the
FISCal Project Internet Web site in a format that allows for
searching and sorting by the following categories:
   (a) A description of the contract and the services being
purchased.
   (b) The name of the agency contracting for the services.
   (c) The name of the  contractor and any subcontractors,
  contractor,  unless otherwise exempt from
disclosure.
   (d) The effective date and expiration date of the contract.
   (e) The annual amounts paid under the contract,  by
funding source,  to the  contractor  
contractor,  in prior fiscal years.
   (f) The total projected cost of the contract, or maximum cost the
contract is prohibited from exceeding, for all fiscal years during
which the contract will be in effect.
   (g) The acquisition method.
