                                     DESCRIPTION  

           Current law  establishes the California Independent System  
          Operator (ISO) to ensure the efficient and reliable operation of  
          the transmission grid.  The ISO is a non-profit public benefit  
          corporation with a five-member board of directors appointed by  
          the Governor and confirmed by the Senate.  (Public Utilities  
          Code 345 et seq.)
                     
           Current law  requires the ISO to report to the Legislature on the  
          impacts of transmission outages and enhancements that can be  
          implemented to improve reliability of the transmission grid  
          within six months of the approval of the ISO's tariff by the  
          Federal Energy Regulatory Commission.  (Public Utilities Code  
          350)

           Current law  requires the Governor's Office of Business and  
          Economic Development to review and identify efficient and  
          cost-effective methods for the state to create jobs in advanced  
          manufacturing.  (Uncodified, Section 1, Chapter 677, Statutes of  
          2012)

           This bill  repeals those reporting requirements.


                                       COMMENTS
           
           Author's Purpose  .  This is a code maintenance bill to repeal  
          statutes which no longer have utility. Public Utilities Code  
          Section 350 was added at the time the Legislature adopted  
          deregulation in 1996 and requires a one-time report that has  











          been issued long-ago. Consequently the section is no longer  
          needed.

          The second section repealed by this bill is a report that was  
          included in SB 1128 (Padilla) last year.  Although there was no  
          signing message with SB 1128 the bill's author agreed with the  
          Administration that the report was not needed and to repeal a  
          report requirement in this legislative session.
