DIGEST : This bill repeals the reporting requirements of the
California Independent System Operator (ISO), as specified.
ANALYSIS :
Existing law:
1. Establishes the ISO to ensure the efficient and reliable
operation of the transmission grid. The ISO is a non-profit
public benefit corporation with a five-member board of
directors appointed by the Governor and confirmed by the
Senate.
2. Requires the ISO to report to the Legislature on the impacts
of transmission outages and enhancements that can be

implemented to improve reliability of the transmission grid
within six months of the approval of the ISO's tariff by the
Federal Energy Regulatory Commission.
3. Requires the Governor's Office of Business and Economic
Development to review and identify efficient and
cost-effective methods for the state to create jobs in
advanced manufacturing, and report its findings to the
Legislature by January 1, 2017.
This bill repeals those reporting requirements.
Comments
According to the author's office, this is a code maintenance
bill to repeal statutes which no longer have utility. Public
Utilities Code Section 350 was added at the time the Legislature
adopted deregulation in 1996 and requires a one-time report that
has been issued long-ago. Consequently the section is no longer
needed.
The second section repealed by this bill is a report that was
included in SB 1128 (Padilla, Chapter 677, Statutes of 2012).
Although there was no signing message with SB 1128 the bill's
author agreed with the Administration that the report was not
needed and to repeal a report requirement in this legislative
session.
