An act to add Section 52052.7 to the Education Code, relating to school accountability.

The Public Schools Accountability Act of 1999 requires the Superintendent of Public Instruction to develop an Academic Performance Index (API) to measure the performance of schools and the academic performance of pupils. Existing law requires the Superintendent to establish an advisory committee to advise the Superintendent and the State Board of Education on all appropriate matters relating to the creation of the API and the implementation of an accountability system.

This bill would require the advisory committee to develop a public measurement, or index, of activities in public school classrooms that foster creativity, innovation, and problem solving, as provided.

Vote: majority. Appropriation: no. Fiscal committee: yes. State-mandated local program: no.

The people of the State of California do enact as follows:

SECTION 1.  

Section 52052.7 is added to the Education Code,

52052.7.  

The advisory committee established pursuant to
4Section 52052.5 shall develop a public measurement of activities
5in public school classrooms that foster creativity, innovation, and
P2    1problem solving. The public measurement, or index, shall be
2developed in consultation with California employers in innovative
3industries and businesses, including, but not limited to, science,
4technology, mathematics, engineering, and arts education. The
5advisory committee shall also consult with California educators
6and with career technical education experts to identify best
7classroom practices and activities to develop creative skills in
8pupils. In developing the index, the advisory committee shall seek
9to encourage the development of broadly applicable creative skills,
10in addition to knowledge, to give pupils and businesses the ability
11to succeed in a competitive global economy.
