Existing law authorizes the Department of General Services to perform various functions with respect to state property and, specifically, authorizes the director of the department, with the consent of the state agency concerned, to permit the sale or exchange of any personal property which belongs to the state, if the director deems it in the best interests of the state.
This bill would require the department to establish a program to centralize the sale of state surplus personal property using the best available technology, including the Internet. The bill would also require the department to impose an additional charge on each item of state surplus personal property that is sold to recover the department’s costs in establishing and administrating the program.

The people of the State of California do enact as follows:
Section 14674.5 is added to the Government
2Code, to read:
The Department of General Services shall establish
4a program to centralize the sale of state surplus personal property
5using the best available technology, including, but not limited to,
P2 1the Internet. The department shall impose an additional charge on
2each item of state surplus personal property that is sold under this
3program to recover its costs in establishing and administrating the
4program.
