Existing law requires that the Department of Water Resources annually prepare and submit to the Legislature a report that includes a description of the progress achieved by the department with regard to meeting the goals of the CALFED Bay-Delta Program and a related implementation schedule. The department also is required annually to prepare and submit to the Legislature a report with regard to the budget for the State Water Resources Development System.
This bill would require the department to conduct a statewide inventory of local regional water supply projects and post specified results of the inventory on the department’s Internet Web site by July 1, 2014.

The people of the State of California do enact as follows:

begin insert(a) The department shall not fund, through loans,
3grants, or direct expenditure, programs or projects within the
4service area of, or otherwise directly benefiting, an urban or
5agricultural water supplier that receives water from, transferred
6through, or used in the Delta watershed, unless the department
7determines that the water supplier is reducing its dependence on
8the Delta pursuant to this section.
9(b) The department shall deem an urban water supplier to be
10reducing its dependence on the Delta pursuant to this section if
11all of the following conditions are met:
12(1) The department determines the urban water supplier has
13fully complied with the provisions of both Part 2.55
(commencing
14with Section 10608) and Part 2.6 (commencing with Section 10610)
15of Division 6.
16(2) The urban water supplier demonstrates, to the department’s
17satisfaction, that the water supplier has identified, evaluated, and
18commenced implementation, consistent with the implementation
19schedule set forth in the urban water management plan, all
20programs and projects included in the plan that are locally cost
21effective and technically feasible which reduce reliance on the
22Delta.
23(3) The urban water supplier includes in its urban water
24management plan, commencing in 2015, the expected outcome for
25measurable reduction in Delta reliance and improvement in
26regional self-reliance. The expected outcome for measurable
27reduction in Delta reliance and improvement in regional
28self-reliance shall be reported in the urban water management
29plan as the reduction in the amount of water used, or in
the
30percentage of water used, from the Delta watershed. For the
31purposes of reporting, water efficiency is considered a new source
32of water supply, consistent with subdivision (a) of Section 1011.
33(c) The department shall deem an agricultural water supplier
34to be reducing its dependence on the Delta pursuant to this section
35if all of the following conditions are met:
36(1) The department determines the agricultural water supplier
37has fully complied with the provisions of both Part 2.55
P3 1(commencing with Section 10608) and Part 2.8 (commencing with
2Section 10800) of Division 6.
3(2) The agricultural water supplier demonstrates, to the
4department’s satisfaction, that the water supplier has identified,
5evaluated, and commenced implementation, consistent with the
6implementation schedule set forth in the agricultural water
7
management plan, all programs and projects included in the plan
8that are locally cost effective and technically feasible which reduce
9reliance on the Delta.
10(3) The agricultural water supplier includes in its agricultural
11water management plan, commencing in 2015, the expected
12outcome for measurable reduction in Delta reliance and
13improvement in regional self-reliance. The expected outcome for
14measurable reduction in Delta reliance and improvement in
15regional self-reliance shall be reported in the agricultural water
16management plan as the reduction in the amount of water used,
17or in the percentage of water used, from the Delta watershed. For
18the purposes of reporting, water efficiency is considered a new
19source of water supply, consistent with subdivision (a) of Section
201011.
21(d) Programs and projects that reduce reliance may include,
22but are not limited to, improvements in water
use efficiency, water
23recycling, stormwater capture and use, advanced water
24technologies, conjunctive use projects, local and regional water
25supply and storage projects, and improved regional coordination
26of local and regional water supply efforts.
Section 147.3 is added to the Water Code, to
28read:
(a) The department shall conduct a statewide inventory
30of local regional water supply projects and post the results of the
31inventory on the department’s Internet Web site by July 1, 2014.
32(b) The inventory information posted on the department’s
33Internet Web site pursuant to subdivision (a) shall include, but not
34be limited to, all of the following:
35(1) The projected date for the project to complete the permit
36process and subsequently come online.
37(2) The project’s costs.
38(3) The projected additional acre feet of water realized on an
39annual
basis.
