Existing law requires that the Department of Water Resources annually prepare and submit to the Legislature a report that includes a description of the progress achieved by the department with regard to meeting the goals of the CALFED Bay-Delta Program and a related implementation schedule. The department also is required annually to prepare and submit to the Legislature a report with regard to the budget for the State Water Resources Development System.

begin insert(a) The department shall conduct a statewide inventory
3of local regional water supply projects and post the results of the
4inventory on the department’s Internet Web site by July 1, 2014.
5(b) The inventory information posted on the department’s
6Internet Web site pursuant to subdivision (a) shall include, but not
7be limited to, all of the following:
8(1) The projected date for a project to complete the permit
9process and subsequently commence operations.
10(2) The cost of the project.
11(3) The projected additional acre feet of water realized on an
12annual
basis.
Section 147.3 is added to the Water Code, to
14read:
(a) The department shall not fund, through loans, grants,
16or direct expenditure, programs or projects within the service area
17of, or otherwise directly benefiting, an urban or agricultural water
18supplier that receives water from, transferred through, or used in
19the Delta watershed, unless the department determines that the
20water supplier is reducing its dependence on the Delta pursuant to
21this section.
22(b) The department shall deem an urban water supplier to be
23reducing its dependence on the Delta pursuant to this section if all
24of the following conditions are met:
25(1) The department determines the urban water supplier has
26fully complied with the provisions of both Part 2.55
(commencing
27with Section 10608) and Part 2.6 (commencing with Section 10610)
28of Division 6.
29(2) The urban water supplier demonstrates, to the department’s
30satisfaction, that the water supplier has identified, evaluated, and
31commenced implementation, consistent with the implementation
32schedule set forth in the urban water management plan, all
33programs and projects included in the plan that are locally cost
34effective and technically feasible which reduce reliance on the
35Delta.
P3 1(3) The urban water supplier includes in its urban water
2management plan, commencing in 2015, the expected outcome
3for measurable reduction in Delta reliance and improvement in
4regional self-reliance. The expected outcome for measurable
5reduction in Delta reliance and improvement in regional
6self-reliance shall be reported in the urban water management plan
7as the reduction in the amount of water used, or in
the percentage
8of water used, from the Delta watershed. For the purposes of
9reporting, water efficiency is considered a new source of water
10supply, consistent with subdivision (a) of Section 1011.
11(c) The department shall deem an agricultural water supplier to
12be reducing its dependence on the Delta pursuant to this section
13if all of the following conditions are met:
14(1) The department determines the agricultural water supplier
15has fully complied with the provisions of both Part 2.55
16(commencing with Section 10608) and Part 2.8 (commencing with
17Section 10800) of Division 6.
18(2) The agricultural water supplier demonstrates, to the
19department’s satisfaction, that the water supplier has identified,
20evaluated, and commenced implementation, consistent with the
21implementation schedule set forth in the agricultural water
22
management plan, all programs and projects included in the plan
23that are locally cost effective and technically feasible which reduce
24reliance on the Delta.
25(3) The agricultural water supplier includes in its agricultural
26water management plan, commencing in 2015, the expected
27outcome for measurable reduction in Delta reliance and
28improvement in regional self-reliance. The expected outcome for
29measurable reduction in Delta reliance and improvement in regional
30self-reliance shall be reported in the agricultural water management
31plan as the reduction in the amount of water used, or in the
32percentage of water used, from the Delta watershed. For the
33purposes of reporting, water efficiency is considered a new source
34of water supply, consistent with subdivision (a) of Section 1011.
35(d) Programs and projects that reduce reliance may include, but
36are not limited to, improvements in water
use efficiency, water
37recycling, stormwater capture and use, advanced water
38technologies, conjunctive use projects, local and regional water
39supply and storage projects, and improved regional coordination
40of local and regional water supply efforts.
