   An act relating to the Political Reform Act of 1974.

   SB 477, as introduced, Steinberg. Political Reform Act of 1974:
contributions: ballot measures.
   The Political Reform Act of 1974 imposes various limitations on
contributions made to, or accepted by, candidates for elective office
and campaign committees that support or oppose candidates and ballot
measures.
   This bill would declare the intent of the Legislature to enact
legislation that would prohibit a political campaign committee from
accepting large contributions made for the purpose of supporting the
qualification of a statewide initiative ballot measure until the
committee has first received a significant number of small individual
contributions made for the same purpose, thereby demonstrating a
sufficient degree of public support for the proposed initiative
measure.
   Vote: majority. Appropriation: no. Fiscal committee: no.
State-mandated local program: no.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

  SECTION 1.  It is the intent of the Legislature to enact
legislation that would prohibit a political campaign committee from
accepting large contributions made for the purpose of supporting the
qualification of a statewide initiative ballot measure until the
committee has first received a significant number of small individual
contributions made for the same purpose, thereby demonstrating a
sufficient degree of public support for the proposed initiative
measure.
