SUMMARY : Requires the California Department of Transportation
(Caltrans) and California State Transportation Agency (CalSTA)
to identify Caltrans' performance measurement benchmarks and
report at least quarterly on performance. Specifically, this
bill :
1)Requires the CalSTA Secretary, in consultation with the
Director of Caltrans, to identify performance measurement
benchmarks for Caltrans related to enhancement of public
safety, system preservation and rehabilitation, efficiency and
cost-effectiveness of project delivery, and environmental
sustainability.

2)Requires Caltrans to issue quarterly reports that specify its
progress in meeting the performance measurement benchmarks.
3)Requires CalSTA to report quarterly to the California
Transportation Commission (Commission) about Caltrans'
performance.
EXISTING LAW creates CalSTA within state government. CalSTA,
which was established under the Governor's Reorganization Plan
No. 2 of 2012, oversees Caltrans and other transportation
agencies and is charged with developing and coordinating the
policies and programs of the state's transportation entities to
achieve the state's mobility, safety and air quality objectives
of its transportation system.
FISCAL EFFECT : According to the Assembly Appropriations
Committee, there would be minor absorbable costs to establish
the reporting benchmarks.
COMMENTS : This bill requires the CalSTA Secretary, in
consultation with the Director of Caltrans, to identify
performance measurement benchmarks for Caltrans. These measures
would relate to enhancement of public safety, system
preservation and rehabilitation, efficiency and
cost-effectiveness of project delivery, and environmental
sustainability.
This bill requires both Caltrans and CalSTA to report about
progress in meeting the performance measurement benchmarks.
Caltrans would create and post on its Web site quarterly
progress reports. On or before July 1, 2014, and at least
quarterly thereafter, CalSTA would report to the Commission on
Caltrans' performance. CalSTA reports would be based on the
reports provided by Caltrans.
This bill was amended significantly in the Assembly
Appropriations Committee. An earlier version would have created
a new office within CalSTA to track and report on Caltrans'
progress in meeting performance measurement benchmarks. The
current language primarily charges Caltrans with tracking and
reporting on its own performance.
