SB 490, as amended, Jackson. Early Assessment Program: common core academic content standards.
Existing law establishes the California Community Colleges and the California State University as 2 of the 3 segments of public postsecondary education in the state. Existing law recognizes the establishment of the Early Assessment Program (EAP) at the California State University to enable pupils to learn about their readiness for college-level English and mathematics before their senior year of high school. Existing law states the intent of the Legislature that the EAP be expanded to include the California Community Colleges.
Existing law encourages community college districts participating in the EAP to consult with the Academic Senate for the California Community Colleges to work toward sequencing their precollegiate level courses and transfer-level courses in English and mathematics to the elementary and secondary education academic content standards adopted pursuant to specified law.
This bill would instead encourage those courses to be sequenced to the common core academic content standards for language arts and mathematics.

The people of the State of California do enact as follows:
Section 99301 of the Education Code is amended
2to read:
(a) Notwithstanding subdivision (a) of Section 78213,
4the individual results of the California Standards Test (CST) and
5the augmented CST, as referenced in Section 60641, or a
6standards-aligned successor assessment, in addition to any other
7purposesbegin insert,end insert may be used by community college districts to provide
8diagnostic advice to, or for the placement of, prospective
9community college students participating in the EAP.
10(b) (1) As authorized pursuant to subparagraph (B) of paragraph
11(3) of subdivision (a) of Section 60641, the individual results of
12the CST and the augmented CST, as referenced in Section
60641,
13or a standards-aligned successor assessment, shall be provided to
14the Office of the Chancellor of the California Community Colleges.
15(2) The Office of the Chancellor of the California Community
16Colleges shall coordinate with community college districts that
17choose to voluntarily participate in the EAP as follows, and, to the
18extent possible, shall accomplish all of the following activities
19using existing resources:
20(A) Encourage community college districts to choose to
21voluntarily participate in the EAP and notify them of the
22requirements of subdivision (c), including the requirements that
23the standards utilized by CSU to assess readiness for college-level
24English and mathematics courses, as expressed in the CST as
25augmented by CSU, or a standards-aligned successor assessment,
26shall also be used for the purposes of the EAP.
27(B) Coordinate the progress of the program, provide technical
28assistance to participating community college districts pursuant
29to subdivision (c) as needed, identify additional reporting and
30program criteria as needed, and provide a report to the Legislature
31and Governor on or before February 15, 2015, on the
P3 1implementation and results of the EAP for community college
2students.
3(C) Provide access to the individual test results of the CST and
4the augmented CST, as referenced in Section 60641, or a
5standards-aligned successor assessment, to participating community
6college districts.
7(c) For those community college districts that choose to work
8directly with high school pupils within their respective district
9boundaries who took the augmented CST, as referenced in Section
1060641, or a standards-aligned successor assessment,
and choose
11to offer assistance to these pupils in strengthening their college
12readiness skills, all of the following provisions apply:
13(1) The individual results of the CST and the augmented CST,
14as referenced in Section 60641, or a standards-aligned successor
15assessment, shall be released by the Office of the Chancellor of
16the California Community Colleges, as authorized pursuant to
17subparagraph (B) of paragraph (3) of subdivision (a) of Section
1860641, to participating community college districts upon their
19request for this information and may be used to provide diagnostic
20advice to prospective community college students participating in
21the EAP.
22(2) Pursuant to subparagraph (A) of paragraph (2) of subdivision
23(b), the same standards utilized by CSU to assess readiness shall
24also be used for purposes of this section.
25(3) The augmented CST as referenced in Section 60641, and
26utilized by CSU for purposes of early assessment, or a
27standards-aligned successor assessment, shall be used to assess
28the college readiness of pupils in the EAP.
29(4) Participating community college districts are encouraged to
30consult with the Academic Senate for the California Community
31Colleges to work toward sequencing their precollegiate level
32courses and transfer-level courses in English and mathematics to
33the common core academic content standards adopted pursuant to
34Section 60605.8.
35(5) Participating community college districts shall identify an
36EAP coordinator and shall coordinate with CSU campuses and
37schools offering instruction in kindergarten and any of grades 1
38to 12, inclusive, in their respective district boundaries on
39EAP-related activities that assist pupils in making decisions that

their college readiness skills and likelihood of pursuing
2a postsecondary education.
3(6) In order to provide high school pupils with an indicator of
4their college readiness, a community college district participating
5in the EAP shall use individual test results provided to that college
6pursuant to paragraph (1) of, and subparagraph (C) of paragraph
7(2) of, subdivision (b) to provide diagnostic advice to prospective
8community college students participating in the EAP.
9(7) The individual results of the augmented CST, as referenced
10in Section 60641 for purposes of the EAP, or a standards-aligned
11successor assessment, shall not be used by a community college
12as a criterion for admission.
13(8) Participating community college districts shall utilize the
14existing infrastructure of academic opportunities, as developed by
15CSU,
to provide additional preparation in grade 12 for prospective
16community college students participating in the EAP.
17(d) Both of the following provisions apply to CSU:
18(1) The individual results of the CST and the augmented CST,
19as referenced in Section 60641, or a standards-aligned successor
20assessment, as authorized pursuant to subparagraph (B) of
21paragraph (3) of subdivision (a) of Section 60641, shall be released
22to, andbegin insert,end insert in addition to any other purposesbegin insert,end insert may be used by, CSU
23to provide diagnostic advice to, or for, the placement of prospective
24CSU students participating in the EAP.
25(2) The individual
results of the augmented CST, as referenced
26in Section 60641 for purposes of the EAP, or a standards-aligned
27successor assessment, shall not be used by CSU as a criterion for
28admission.

10standards-aligned successor assessment,end insert shall not be used by CSU
11as a criterion for admission.
Section 1.5 of this bill incorporates amendments to
13Section 99301 of the Education Code proposed by both this bill
14and Assembly Bill 484. It shall only become operative if (1) both
15bills are enacted and become effective on or before January 1,
162014, (2) each bill amends Section 99301 of the Education Code,
17and (3) this bill is enacted after Assembly Bill 484, in which case
18Section 1 of this bill shall not become operative.
