DIGEST : This bill extends the sunset date until January 1,
2019 on the California Technology Assistance Project (CTAP)
administered by the State Department of Education (CDE) which
provides a regionalized network of technical assistance to
schools and school districts on the implementation of education
technology. This bill extends the sunset on the State Education
Technology Services (SETS) programs that support the use of
technology in California schools. These programs serve a
statewide function in the delivery of education technology based
services, providing a variety of services to schools and school
districts.

ANALYSIS :
Existing law:
1.Creates, until January 1, 2014, CTAP administered by CDE which
provides a regionalized network of technical assistance to
schools and school districts on the implementation of
education technology. The CTAP is composed of regional
consortia that work collaboratively with school districts and
county offices of education to meet locally defined
educational needs that can be effectively addressed with the
use of technology.
2.Requires the State Board of Education to award grants to fund
a school district or county office of education in each region
of CTAP to act as the lead agency to administer the services
of that region.
3.Requires grant funding to be provided through the annual
Budget Act.
This bill:
1.Extends the sunset date until January 1, 2019 on CTAP
administered by CDE, which provides a regionalized network of
technical assistance to schools and school districts on the
implementation of education technology.
2.Extends the sunset date until January 1, 2019, on SETS
programs, that support the use of technology in California
schools. These programs serve a statewide function in the
delivery of education technology based services, providing a
variety of services to schools and school districts.
FISCAL EFFECT : Appropriation: No Fiscal Com.: Yes
Local: Yes
According to the Senate Appropriations Committee, this bill
extends the sunsets on three programs that are currently subject
to categorical flexibility. The fiscal estimates below
represent the annual cost to continue the programs as they were

funded in 2008-09, before they were included in categorical
flexibility. The CDE has indicated that it will seek additional
funding to expand the role of these programs if they are
continued.
California Learning Resource Network (CLRN): $987,884
General Fund.
Technology Information Center for Administrative
Leadership: $723,517 General Fund.
Technical Support for Education Technology in Schools:
$577,079 General Fund.
SETS contract administration: $125,000 in staffing
costs for the CDE.
Mandate: Potentially substantial reimbursable mandate
on COEs, which this bill requires to undertake activities
previously done through consortia that received state grant
funds.
