Existing law requires the adopted course of study for grades 7 to 12, inclusive, to offer courses in science and mathematics. Existing law also requires the Instructional Quality Commission to recommend to the State Board of Education the adoption of minimum standards for courses of study, and requires public schools to conform to those minimum standards, when adopted.
end insertbegin insertThis bill would require the commission and the state board to ensure that the science and mathematics curriculum frameworks adopted in the course of the next submission cycle include the subjects of engineering and robotics, and, upon the adoption of those curriculum frameworks, would require instruction in the areas of science and mathematics to include instruction in engineering and robotics. To the extent that these requirements would impose new duties on local educational agencies, the bill would impose a state-mandated local program.
end insertbegin insertThe California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement.
end insertbegin insertThis bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to these statutory provisions.
end insertExisting law establishes the State Nursing Assumption Program of Loans for Education, administered by the Student Aid Commission, whereby eligible postsecondary education students may enter into loan repayment agreements with the commission, with specified terms, in exchange for serving as nursing faculty in a registered nursing program at an accredited California college or university.

Upon the adoption of the science and mathematics
11curriculum frameworks that incorporate the requirements specified
12in Section 33541.5, instruction in the areas of science and
13mathematics, as required pursuant to subdivisions (e) and (f) of
14Section 51220, shall include instruction in engineering and
15robotics.
If the Commission on State Mandates determines that
17this act contains costs mandated by the state, reimbursement to
18local agencies and school districts for those costs shall be made
19pursuant to Part 7 (commencing with Section 17500) of Division
204 of Title 2 of the Government Code.
Section 70103 of the Education Code is amended
2to read:
The terms of the loan assumptions granted under this
4article shall be as follows, subject to the specific terms of each
5loan assumption agreement:
6(a) After a program participant has completed one academic
7year, or the equivalent, of full-time teaching nursing studies at one
8or more regionally accredited, eligible California colleges or
9universities, pursuant to Section 70102, the commission shall
10assume up to eight thousand three hundred thirty-three dollars
11($8,333) of the outstanding liability of the participant under one
12or more of the designated loan programs.
13(b) After the program participant has completed two consecutive
14academic years, or the equivalent, of full-time teaching
at one or
15more regionally accredited California colleges or universities,
16pursuant to Section 70102, the commission shall assume up to an
17additional eight thousand three hundred thirty-three dollars ($8,333)
18of the outstanding liability of the participant under one or more of
19the designated loan programs, for a total loan assumption of up to
20sixteen thousand six hundred sixty-six dollars ($16,666).
21(c) After a program participant has completed three consecutive
22academic years, or the equivalent of full-time teaching, at one or
23more regionally accredited California colleges or universities,
24pursuant to Section 70102, the commission shall assume up to an
25additional eight thousand three hundred thirty-four dollars ($8,334)
26of the outstanding liability of the participant under one or more of
27the designated loan programs, for a total loan assumption of up to
28twenty-five thousand dollars ($25,000).
29(d) The commission may assume liability for loans received by
30the program participant to pay
the costs of obtaining the program
31participant’s undergraduate and graduate degrees.
32(e) The term of the loan assumption agreement shall be not more
33than 10 years from the date on which the agreement was executed
34by the program participant and the commission.
