Existing law requires the State Board of Education and the State Department of Education to request that the Instructional Quality Commission review and revise, as necessary, the course requirements in the history-social science framework developed by the History-Social Science Curriculum Framework and Criteria Committee of the state board to ensure that minimum standards for courses in American government and civics include sufficient attention to teaching pupils how to interact, in a practical manner, with state and local governmental agencies and representatives to solve problems and to petition for changes in laws and procedures.

16(b) When the history-social science framework is revised as
17required by law, the commission shall ensure that the following
18historical documents are incorporated into the framework, as
19appropriate:
20(1) The Declaration of Independence.
21(2) The United States Constitution, including the Bill of Rights.
22(3) The Federalist Papers.
23(4) The Emancipation Proclamation.
24(5) The Gettysburg Address.
25(6) George Washington’s Farewell Address.
Section 44253.3 of the Education Code is
27amended to read:
(a) The commission shall issue an authorization for
29a teacher to provide all of the following services to
30limited-English-proficient pupils:
31(1) Instruction for English language development in preschool,
32kindergarten, grades 1 to 12, inclusive, and classes that are
33organized primarily for adults, except when the requirement
34specified in paragraph (1) of subdivision (b) is satisfied by the
P3 1possession of a children’s center instructional permit pursuant to
2Sections 8363 and 44252.7, a children’s center supervision permit
3pursuant to Section 8363, or a designated subjects teaching
4credential in adult education pursuant to Section 44260.2. If the
5requirement
specified in paragraph (1) of subdivision (b) is satisfied
6by the possession of a children’s center instructional permit, or a
7children’s center supervision permit, instruction for English
8language development is limited to the programs authorized by
9that permit. If the requirement specified in paragraph (1) of
10subdivision (b) is satisfied by the possession of a designated
11subjects teaching credential in adult education, instruction for
12English language development is limited to classes organized
13primarily for adults.
14(2) Specially designed content instruction delivered in English
15in the subjects and at the levels authorized by the teacher’s
16prerequisite credential or permit that are used to satisfy the
17requirement specified in paragraph (1) of subdivision (b).
18(b) The
minimum requirements for the authorization, which
19may be completed at the same time as the initial preparation for
20the prerequisite credential or at a later date, shall include all of the
21following:
22(1) Possession of a valid California teaching credential, services
23credential, visiting faculty permit, children’s center instructional
24permit, or children’s center supervision permit which credential
25or permit authorizes the holder to provide instruction to pupils in
26preschool, kindergarten, any of grades 1 to 12, inclusive, or classes
27primarily organized for adults, except for any of the following:
28(A) Emergency credentials or permits.
29(B) Exchange credentials as specified in Section 44333.
30(C) District intern credentials as specified in Section 44325.
31(D) Sojourn certificated employee credentials as specified in
32Section 44856.
33(E) Teacher education internship credentials as specified in
34Article 3 (commencing with Section 44450) of Chapter 3.
35(2) Passage of one or more examinations, or by completing an
36approved program that consists of coursework or a combination
37of coursework and examinations, that the commission determines
38is necessary for demonstrating the knowledge and skills required
39for effective delivery of the services included in the authorization.
P4 1(3) Completion of at least six semester units, or nine quarter
2units, of coursework in a second language at a regionally accredited
3institution of postsecondary education. The commission shall
4establish minimum standards for scholarship in the
required
5coursework. The commission also shall establish alternative ways
6in which the requirement can be satisfied by language-learning
7experience that creates an awareness of the challenges of
8second-language acquisition and development.
9(c) Completion of coursework in human relations in accordance
10with the commission’s standards of program quality and
11effectiveness that includes, at a minimum, instruction in the
12following:
13(1) The nature and content of culture.
14(2) Cross-cultural contact and interactions.
15(3) Cultural diversity in the United States and California.
16(4) Providing instruction responsive to the diversity of the pupil
17population.
18(5) Recognizing and responding to behavior related to the
19characteristics listed in Section 220.
20(6) Techniques for the peaceful resolution of conflict.
21(d) The commission shall establish alternative requirements for
22a teacher to earn the authorization, which shall be awarded as a
23supplementary authorization pursuant to subdivision (e) of Section
2444225.
25(e) A teacher who possesses a credential or permit described in
26paragraph (1) of subdivision (b) and is able to present a valid
27out-of-state credential or certificate that authorizes the instruction
28of English language learners may qualify for the authorization
29issued under this section by submitting an application and fee to
30the commission.
31(f) The commission may issue an authorization under this section
32if the applicant possesses a valid California teaching credential
33and holds either of the following certificates issued by the National
34Board for Professional Teaching Standards:
35(1) Early and Middle Childhood/English as a New Language
36Certificate.
37(2) Early Adolescence through Young Adulthood/English as a
38New Language Certificate.
P5 1(g) The authorization shall remain valid as long as the
2prerequisite credential or permit specified in paragraph (1) of
3subdivision (b) remains valid.
