Existing law, the Emergency Medical Services System and the Prehospital Emergency Medical Care Personnel Act, requires the Commission on Emergency Medical Services, which consists of 18 members, to perform various duties regarding the Emergency Medical Services Authority and emergency medical services.
The bill would increase the membership of the commission from 18 to 19 members. The bill would require the additional member to be an air ambulance representative appointed by the Speaker of the Assembly from a list of 3 names submitted by the California Association of Air Medical Services.

Section 1799.2 of the Health and Safety Code is

5(a) One full-time physician and surgeon, whose primary practice
6is emergency medicine, appointed by the Senate Committee on

3(b) One physician and surgeon, who is a trauma surgeon,
4appointed by the Speaker of the Assembly from a list of three

7(c) One physician and surgeon appointed by the Senate
8Committee on Rules from a list of three names submitted by the
9California Medical Association.

13(e) One registered nurse, who is currently, or has been
14previously, authorized as a mobile intensive care nurse and who
15is knowledgeable in state emergency medical services programs
16and issues, appointed by the Governor from a list of three names
17submitted by the Emergency Nurses Association.
18(f) One full-time paramedic or EMT-II, who is not employed
19as a full-time peace
officer, appointed by the Senate Committee
20on Rules from a list of three names submitted by the California
21Rescue and Paramedic Association.
22(g) One prehospital emergency medical service provider from
23the private sector, appointed by the Speaker of the Assembly from
24a list of three names submitted by the California Ambulance
25Association.
26(h) One management member of an entity providing fire
27protection and prevention services appointed by the Governor from
28a list of three names submitted by the California Fire Chiefs
29Association.
30(i) One physician and surgeon who is board prepared or board
31certified in the specialty of emergency medicine by the American
32Board of Emergency Medicine and who is knowledgeable in state
33emergency medical services programs and issues appointed by the
34Speaker of the Assembly.
35(j) One hospital administrator of a base hospital who is appointed
36by the Governor from a list of three names submitted by the
37California Association of Hospitals and Health Systems.
38(k) One full-time peace officer, who is either an EMT-II or a
39paramedic, who is appointed by the Governor from a list of three

3(l) Two public members who have experience in localbegin delete EMSend delete

7(m) One administrator from a local EMS agency appointed by
8the Governor from a list of four names submitted by the Emergency
9Medical Servicesbegin delete Administrator’send deletebegin insert Administratorsend insertbegin insert’end insert Association of
10California.
11(n) One medical director of a local EMS agency who is an active
12member of the Emergency Medical Directors Association of
13California and who is appointed by the Governor.
14(o) One person appointed by the Governor, who is an active
15member of the California Statebegin delete Firemen’send deletebegin insert Firefightersend insertbegin insert’end insert Association.
16(p) One person who is employed by the Department of Forestry
17and Fire Protection (CAL-FIRE) appointed by the Governor from
18a list of three names submitted by the California Professional
19Firefighters.
20(q) One person who is employed by a city, county, or special
21district that provides fire protection appointed by the Governor
22from a list of three names submitted by the California Professional

Firefighters.
24(r) One air ambulance representative appointed by the Speaker
25of the Assembly from a list of three names submitted by the
26California Association of Air Medical Services.
