Existing law, the Emergency Medical Services System and the Prehospital Emergency Medical Care Personnel Act, requires the Commission on Emergency Medical Services, which consists of 18 members, to perform various duties regarding the Emergency Medical Services Authority and emergency medical services.
The bill would increase the membership of the commission from 18 tobegin delete 19end deletebegin insert 20end insert members. The bill would require the additionalbegin delete memberend deletebegin insert membersend insert to be an air ambulance
representative appointed by thebegin delete Speaker of the Assemblyend deletebegin insert Senate Committee on Rulesend insert from a list of 3 names submitted by the California Association of Air Medical Servicesbegin insert, and a representativeend insertbegin insert appointed by the Speaker of the Assembly from a public agency that provides air rescue and transportend insert.

Section 1799.2 of the Health and Safety Code is

2appointed as follows:
3(a) One full-time physician and surgeon, whose primary practice
4is emergency medicine, appointed by the Senate Committee on
5Rules from a list of three names submitted by the California
6Chapter of the American College of Emergency Physicians.
7(b) One physician and surgeon, who is a trauma surgeon,
8appointed by the Speaker of the Assembly from a list of three
9names
submitted by the northern and southern California
chapters
10of the American College of Surgeons.
11(c) One physician and surgeon appointed by the Senate
12Committee on Rules from a list of three names submitted by the
13California Medical Association.
14(d) One county health officer appointed by the Governor from
15a list of three names submitted by the California Conference of
16Local Health Officers.
17(e) One registered nurse, who is currently, or has been
18previously, authorized as a mobile intensive care nurse and who
19is knowledgeable in state emergency medical services programs
20and issues, appointed by the Governor from a list of three names
21submitted by the Emergency Nurses Association.
22(f) One
full-time paramedic or EMT-II, who is not employed
23as a full-time peace officer, appointed by the Senate Committee
24on Rules from a list of three names submitted by the California
25Rescue and Paramedic Association.
26(g) One prehospital emergency medical service provider from
27the private sector, appointed by the Speaker of the Assembly from
28a list of three names submitted by the California Ambulance
29Association.
30(h) One management member of an entity providing fire
31protection and prevention services appointed by the Governor from
32a list of three names submitted by the California Fire Chiefs
33Association.
34(i) One physician and surgeon who is board prepared or board
35certified in the specialty of emergency medicine by the
American
36Board of Emergency Medicine and who is knowledgeable in state
37emergency medical services programs and issues appointed by the
38Speaker of the Assembly.
P3 1(j) One hospital administrator of a base hospital who is appointed
2by the Governor from a list of three names submitted by the
3California Association of Hospitals and Health Systems.
4(k) One full-time peace officer, who is either an EMT-II or a
5paramedic, who is appointed by the Governor from a list of three
6names submitted by the California Peace Officers’ Association.
7(l) Two public members who have experience in local

emergency medical servicesbegin insert (EMS)end insert policy issues, at least one of
9whom resides in a rural area as defined by the authority, and who
10are appointed by the Governor.
11(m) One administrator from a local EMS agency appointed by
12the Governor from a list of four names submitted by the Emergency
13Medical Services Administrators’ Association of California.
14(n) One medical director of a local EMS agency who is an active
15member of the Emergency Medical Directors Association of
16California and who is appointed by the Governor.
17(o) One person appointed by the Governor, who is an active
18member of the California State Firefighters’
Association.
19(p) One person who is employed by the Department of Forestry
20and Fire Protection (CAL-FIRE) appointed by the Governor from
21a list of three names submitted by the California Professional
22Firefighters.
23(q) One person who is employed by a city, county, or special
24district that provides fire protection appointed by the Governor
25from a list of three names submitted by the California Professional
26
Firefighters.
27(r) One air ambulance representative appointed by thebegin delete Speaker begin insert Senate Committee on Rulesend insert from a list of three
28of the Assemblyend delete
29names submitted by the California Association of Air Medical
30Services.
31(s) One representative from a public agency that provides air
32rescue and transport to be appointed by the Speaker of the
