The bill would specify that it is the intent of the Legislature that the measure be carried out in a manner that does not result in new duties or programs being imposed on a school district.

The instruction in all areas of study specified in
4subdivisions (a) to (g), inclusive, of Section 51210 as deemed
5appropriate by the governing board and consistent with the
6adopted course of study for each subject area, may include
7grade-level appropriate instruction on violence awareness and
8prevention, which may include personal testimony in the form of
9oral or video histories that illustrate the economic and cultural
10effects of violence within a city, the state, and the country.

SECTION 1.  

Section 51220 of the Education Code is amended
12to read:

51220.  

The adopted course of study for grades 7 to 12,
14inclusive, shall offer courses in the following areas of study:

15(a) English, including knowledge of and appreciation for
16literature, language, and composition, and the skills of reading,
17listening, and speaking.

18(b) (1) Social sciences, drawing upon the disciplines of
19anthropology, economics, geography, history, political science,
20psychology, and sociology, designed to fit the maturity of the
21pupils. Instruction shall provide a foundation for understanding
22the history, resources, development, and government of California
23and the United States of America; instruction in our American
24legal system, the operation of the juvenile and adult criminal justice
25systems, and the rights and duties of citizens under the criminal
26and civil law and the State and Federal Constitutions; the
27development of the American economic system, including the role
28of the entrepreneur and labor; the relations of persons to their
29human and natural environment; eastern and western cultures and
30civilizations; human rights issues, with particular attention to the
31study of the inhumanity of genocide, slavery, and the Holocaust,
32and contemporary issues.

33(2) Instruction in the area of social sciences may also include
34instruction on violence awareness, which may include a component
35drawn from personal testimony in the form of oral or video
36histories of individuals who were involved in violence awareness
37efforts that exemplify the economic and cultural effects of violence
38prevention efforts within a city, the state, and the country.

P3    1(c) Foreign language or languages, beginning not later than
2grade 7, designed to develop a facility for understanding, speaking,
3reading, and writing the particular language.

4(d) Physical education, with emphasis given to physical activities
5that are conducive to health and to vigor of body and mind, as
6required by Section 51222.

7(e) Science, including the physical and biological aspects, with
8emphasis on basic concepts, theories, and processes of scientific
9investigation and on the place of humans in ecological systems,
10and with appropriate applications of the interrelation and
11interdependence of the sciences.

12(f) Mathematics, including instruction designed to develop
13mathematical understandings, operational skills, and insight into
14problem-solving procedures.

15(g) Visual and performing arts, including dance, music, theater,
16and visual arts, with emphasis upon development of aesthetic
17appreciation and the skills of creative expression.

18(h) Applied arts, including instruction in the areas of consumer
19and homemaking education, industrial arts, general business
20education, or general agriculture.

21(i) Career technical education designed and conducted for the
22purpose of preparing youth for gainful employment in the
23occupations and in the numbers that are appropriate to the
24personnel needs of the state and the community served and relevant
25to the career desires and needs of the pupils.

26(j) Automobile driver education, designed to develop a
27knowledge of the provisions of the Vehicle Code and other laws
28of this state relating to the operation of motor vehicles, a proper
29acceptance of personal responsibility in traffic, a true appreciation
30of the causes, seriousness and consequences of traffic accidents,
31and to develop the knowledge and attitudes necessary for the safe
32operation of motor vehicles. A course in automobile driver
33education shall include education in the safe operation of
34motorcycles.

It is the intent of the Legislature that this measure be
9carried out in a manner that does not result in new duties or
10programs being imposed on school districts. In this regard, the
11Legislature finds and declares that this measure does not mandate
12costs to local agencies or school districts, and that materials used
13to comply with the provisions of this bill shall be a part of materials
14purchased in a school district’s regular course of business and
15purchasing cycles.
