           SUMMARY  

          This bill recasts the redevelopment agency exemption to the  
          Outdoor Advertising Act (OAA) to reflect the elimination of  
          redevelopment agencies.  

           FISCAL EFFECT  

          There are no significant costs associated with this legislation.  


           COMMENTS 

           1)Purpose  . According to the author, one of the unintended  
            consequences of eliminating redevelopment agencies is that the  
            sign agreements formerly authorized by redevelopment agencies  
            can no longer be extended because there is no redevelopment  
            agency to authorize the extension. In addition to the benefit  
            to local businesses, the author notes, signs in pre-existing  
            redevelopment areas provide sources of income to local  
            government, they encourage continued economic investment in  
            the former redevelopment area, they offer potential adverting  
            revenue opportunities for municipal general funds, and they  
            are often taxed as real property improvements. 

           2)Existing Law  . The Outdoor Advertising Act governs the  
            placement of advertising displays adjacent to highways that  
            are part of the national system of interstate highways. The  
            act prohibits any advertising display from being placed next  
            to a section of a freeway if the advertising display is  
            designed to be viewed primarily by persons traveling on the

            freeway. The Legislature has provided specific statutory  
            exemptions to this prohibition. 

           3)Related Legislation  . SB 31 (Padilla) recasts the arena  
            advertising exception to exempt from the OAA specified  
            advertising displays authorized before January 1, 2019 by  
            local ordinance, at a venue with a capacity of 15,000 seats or  
            more that is capable of providing a permanent venue for  
            professional sports. SB 31 is pending on the Assembly Floor. 

            SB 694 (Correa) exempts from the Outdoor Advertising Act (OAA)  
            advertising displays at current or future high-speed rail  
            stations. SB 694 is pending on the Assembly Floor.
