           SUMMARY  

          This bill extends the time allowed the City of Coronado to amend  
          its general plan from 180 days to 540 days after an amendment to  
          the airport land use compatibility plan.   

           FISCAL EFFECT  

          Negligible fiscal impact.

           COMMENTS  

           1)Purpose  .  According to the author, the City of Coronado needs  
            additional time to amend its general plan and other associated  
            planning documents to comply with the Navy's recently released  
            Air Installation Compatible Use Zone (AICUZ). Existing law  
            requires local agencies to adapt their airport land use  
            compatibility plans (ALUCP) to address military facilities and  
            other safety and noise standards noted in the AICUZ. The  
            author argues current law essentially allows the military's  
            plan, the AICUZ, to set the baseline that the ALUCP uses to  
            determine compatible land uses.  The author contends state law  
            does not allow flexibility for local planning agencies to deal  
            with unique circumstances such as those faced by an island  
            community like the City of Coronado.  The author notes the  
            City has residences, commercial districts and hotels within  
            areas that are not consistent with the Navy's AICUZ and will  
            require significant changes to the general plan and other  
            planning documents in order to comply

           2)Sponsor . The sponsor, the City of Coronado, states they  
            continue to work through traditional processes to resolve the

            issue but believe local agencies need more time to develop an  
            ACLUP that adequately addresses the AICUZ as well as  
            Coronado's unique challenges.

           3)Background  .  If a general plan covers a public airport,  
            counties and cities must amend their plans to be consistent  
            with the ALUCP, which guides appropriate land uses around  
            airports. For a military air installation, military officials  
            adopt an AICUZ for each airfield to define potential accident  
            zones and noise contours.

            In 2002, legislation was enacted (SB 1468 (Knight), Chapter  
            971, Statutes of 2002) that required county and city general  
            plans to address military facilities and required airport land  
            use commissions to amend their ALUCP to adapt to safety and  
            noise standards in the AICUZ.  Counties and cities must either  
            amend their general plans to be consistent with the ALUCP, or  
            take steps necessary to overrule the ALUCP by adopting  
            specified findings.
