           SUMMARY  

          This bill authorizes the California Department of Corrections  
          and Rehabilitation (CDCR) to temporarily remove an inmate from  
          an institution to help gather crime evidence.

          This provision would sunset January 1, 2015.   

           FISCAL EFFECT  

          Minor GF costs to the extent this authorization is used.  
          Depending on the duration of an inmate's removal, which, aside  
          from medical treatment, is limited to three days under current  
          law and under this proposed bill, the cost per situation would  
          likely be less than $1,000 per day.

          Current law authorizes CDCR to temporarily remove an inmate from  
          an institution, "including for the purpose of attending college  
          classes," which indicates this bill would not increase costs, as  
          CDCR already has this authority, albeit not for this specific  
          purpose. 

           COMMENTS  

           1)Rationale  . The author contends this bill provides clarity to  
            current law.

           2)Prior legislation  , AB 2357 (Galgiani), Statutes of 2012,  
            provided the same clarity, but was inadvertently enacted and  
            repealed on the same day, January 1, 2013.
