BILL ANALYSIS Ó SB 807 Page 1 Date of Hearing: June 11, 2013 ASSEMBLY COMMITTEE ON HIGHER EDUCATION Das Williams, Chair SB 807 (Price) - As Introduced: February 22, 2013 SENATE VOTE : 34-0 SUBJECT : California State University: African American Political and Economic Institute. SUMMARY : Requires California State University (CSU), Dominguez Hills, to rename its African American Political and Economic Institute (AAPEI) as the Mervyn M. Dymally African American Political and Economic Institute. EXISTING LAW : Confers upon the CSU Trustees the powers, duties, and functions with respect to the management, administration, and control of the CSU system (Education Code § 89035). FISCAL EFFECT : Unknown COMMENTS : Background . SB 1721 (Hayden, Chapter 752, Statutes of 2000), authorized the CSU Trustees to establish, with nonpublic funds or with other funds that CSU was authorized to expend the following institutes and study programs: 1)Institute for Central American Studies at CSU, Northridge 2)AAPEI Studies at any CSU campus; and, 3)Center on Portuguese Studies at CSU, Stanislaus. California AAPEI . The California AAPEI has been based on the CSU, Dominguez Hills campus since 2001. According to AAPEI, its mission is to influence public policy debates through on-going academic and community research dealing with African American economic and political development issues in California; document and analyze the professional lives and achievements of African American public-elected officials, business leaders, and policy makers as well as the impact of their efforts on the political, social, and economic development in the African American communities and other disadvantaged communities; and, provide training programs for current and future business people. SB 807 Page 2 The day-to-day operations of AAPEI are managed by an Executive Director who reports to the Provost of CSU, Dominguez Hills. AAPEI is supported by an advisory board comprised of faculty and staff of CSU, Dominguez Hills, elected officials, community leaders, policy leaders, and community business leaders. Need for the bill . According to the author, AAPEI was the brainchild of the Honorable Mervyn M. Dymally; renaming the Institute after its founder will pay a lasting and appropriate tribute to former Lt. Governor, State Senator and Assembly Member Mervyn M.
