           SUMMARY  :  This bill does the following: 

          1)Expresses legislative intent to make statutory changes  
            necessary to eliminate the 7% across-the-board reduction to In  
            Home Supportive Service hours imposed by the settlement  
            agreement of the Dominguez v. Brown and Oster v. Lightbourne  
            court cases.

          2)States that this legislation is necessary in order to address  
            the important issue of ensuring that there are adequate and  
            quality home and community-based options to keep the elderly  
            and disabled from needing to be institutionalized in nursing  
            homes and other facilities.
