An act to add Section 66014.3 to the Education Code, relating to public postsecondary education.

SB 1022, as amended, Huff. Public postsecondary education: labor market outcome information.

Existing law establishes the California State University and the University of California as 2 of the segments of public postsecondary education in this state. Instruction is provided to students at the 25 institutions constituting the California State University and the 10 institutions constituting the University of California.

This bill would require the California State University, and request the University of California, to publicly provide labor marketbegin insert prematriculation andend insert outcome information relating to their graduates. The information required by the bill would include, but not necessarily be limited to, salary databegin delete and the distribution of employersend delete, classified by industry. The bill would specify requirements for presentation of this data, including the use of easily understood labor market measures, aggregation of the data to the systemwide levelbegin delete and disaggregation to the campus levelend delete and by particular areas of study,begin delete time framesend deletebegin insert timeframes before andend insert after graduation for the presentation of the data in each labor marketbegin insert prematriculation andend insert outcome category, and adherence to pertinent state and federal privacy laws.

The bill would require that this information be made publicly available through publication on the Internet Web sites of the respective segments no later than June 1, 2016, and updated no later than June 1 of each year thereafter.

2of public postsecondary education on the employment and earnings
3of students be made publicly available, to the extent possible, to
4students and families consistently across the segments of public
5postsecondary education.end insert

Section 66014.3 is added to the Education Code, to
8read:

66014.3.  

(a) The California State University shall, and the
10University of California is requested to, publicly provide labor
11marketbegin insert prematriculation andend insert outcome information relating to their
12graduates. This information shall include, but not necessarily be
13limited to, salary databegin delete and the distribution of employersend delete, classified
14by industry.

15(b) The information required by this section shall be provided
16using data including, but not necessarily limited to, information
17provided by the Employment Development Department pursuant
18to Section 1095 of the Unemployment Insurance Code and the
19segments’ own databases. The information shall be presented in
20accordance with all of the following requirements:

21(1) The data shall be presented in terms of easily understood
22labor market measures, such as median annual wage.

23(2) The data shall be aggregated to the systemwide levelbegin delete as well
24as disaggregated to the campus levelend delete
and by particular areas of
25study.

26(3) Labor market outcome data for each category shall, at a
27minimum, provide data relating to graduates one or two years, and
28five years, after their graduationbegin insert, and prematriculation labor
29market data for graduates six years before the receipt of their
30degrees. The Legislature encourages the California State
31University and the University of California to additionally provide

3(4) In the collection and publication of data pursuant to this
4section, the segments shall adhere to all pertinent state and federal
5privacy laws.

6(c) The information required by this section shall be made
7publicly available through publication on the Internet Web sites
8of the respective segments no later than June 1, 2016, and shall be
9updated no later than June 1 of each year thereafter.
