An act to add Section 10631.2 to the Water Code, relating to urban water management.

SB 1036, as amended, Pavley. Urban water management plans.

Existing law, the Urban Water Management Planning Act, requires every public and private urban water supplier that directly or indirectly provides water for municipal purposes to prepare and adopt an urban water management plan. The act requires each urban water supplier to update its plan at least once every 5 years on or before December 31, in years ending in 5 and zero, and requires an urban water supplier to submit copies of its plan and copies of amendments or changes to the plan to certain entities, including the Department of Water Resources.

This bill would authorize an urban water supplier to include within an urban water management plan certain energy-related information, including, but not limited to, an estimate of the amount of energy used to extract or divert water supplies. This bill would require the department tobegin delete develop a methodology for the voluntary reporting of energy intensity of urban water systems and include this methodology in the guidance for the preparation of urban water management plansend deletebegin insert include in its guidance for the preparation of urban water management plans a methodology for the voluntary calculation or estimation of the energy intensity of urban water systemsend insert.

SECTION 1.  

Section 10631.2 is added to the Water Code, to

10631.2.  

(a) In addition to the requirements of Section 10631,
4an urban water management plan may, but is not required to,
5include any of the following information:

6(1) An estimate of the amount of energy used to extract or divert
7water supplies.

8(2) An estimate of the amount of energy used to convey water
9supplies to the water treatment plants or distribution systems.

10(3) An estimate of the amount of energy used to treat water
11supplies.

12(4) An estimate of the amount of energy used to distribute water
13supplies through its distribution systems.

14(5) An estimate of the amount of energy used for treated water
15supplies in comparison to the amount used for nontreated water
16supplies.

17(6) An estimate of the amount of energy used to place water
18into or withdraw from storage.

19(7) Any other energy-related information the urban water
20supplier deems appropriate.

21(b) The department shall develop a methodology for the
22voluntary reporting of energy intensity of urban water systems and
23include this methodology in the guidance for the preparation of
24urban water management plans.

25(b) The department shall include in its guidance for the
26preparation of urban water management plans a methodology for
27the voluntary calculation or estimation of the energy intensity of
28urban water systems. The department may consider studies and
29calculations conducted by the Public Utilities Commission in
30developing the methodology.
