           SUMMARY  :  Delays the beginning of the mailing of the state  
          ballot pamphlet for the November 4, 2014, statewide General  
          Election by two days.  Specifically,  this bill  :

          1)Delays, from the 40th day prior to the election to the 38th  
            day prior to the election, the date by which the Secretary of  
            State (SOS) and county elections officials must begin mailing  
            the state ballot pamphlet to the voters for the November 4,  
            2014, statewide General Election.

          2)Delays, from the 45th day prior to the election to the 43rd  
            day prior to the election, the date by which the SOS must  
            furnish state ballot pamphlets to county elections officials  
            for the November 4, 2014 statewide General Election.

          3)Makes corresponding changes.

          4)Contains an urgency clause, allowing this bill to take effect  
            immediately upon enactment.

           EXISTING LAW  :

          1)Requires the SOS to cause to be printed as many state ballot  
            pamphlets as needed to comply with state law.

          2)Requires state ballot pamphlets to be printed in the Office of  
            State Printing (OSP), except as specified.

          3)Requires the SOS to furnish copy for preparation of the ballot  
            pamphlets to the OSP at least 40 days prior to the date by  
            which the SOS is required to deliver ballot pamphlets to  
            county elections officials, as specified.

          4)Requires the SOS, in instances in which the county elections  
            official uses data processing equipment to store the  
            information set forth in the affidavits of registration, to  
            begin mailing state ballot pamphlets to voters not less than  
            40 days before the election.  

          5)Requires the SOS, in instances in which the county elections  
            official does not utilize data processing equipment to store  
            the information set forth in the affidavits of registration,  
            to furnish ballot pamphlets to the county elections official  
            not less than 45 days before the election at which measures  
            contained in the ballot pamphlet are to be voted on, and  
            requires the county elections official to begin mailing state  
            ballot pamphlets to those voters not less than 40 days before  
            the election.

           FISCAL EFFECT  :  Unknown

           COMMENTS  :  Under existing law, the SOS is required to send the  
          state ballot pamphlet to the OSP for printing not later than the  
          85th day before each statewide election.  For the November 4,  
          2014 statewide General Election, that deadline is August 11,  
          2014.  One of the ballot measures that has qualified to appear  
          on the November 4, 2014 statewide General Election ballot, and  
          which is slated to appear in the state ballot pamphlet for that  
          election, is Proposition 43, which would authorize $11.14  
          billion in general obligation bonds for various water supply  
          infrastructure projects.

          This bill delays the beginning of the printing and distribution  
          of the state ballot pamphlet by two days, in order to provide  
          additional time for ongoing discussions about the possibility of  
          replacing Proposition 43 on the ballot with a different water  
          bond measure.  If an agreement is reached and a bill is  
          chaptered to replace Proposition 43 on the ballot on or before  
          August 13, 2014, this bill will ensure that information  
          regarding Proposition 43 can be removed from the principal state  
          ballot pamphlet before it is sent to print, thereby reducing the  
          potential for voter confusion.
