BILL ANALYSIS Ó SENATE COMMITTEE ON EDUCATION Carol Liu, Chair 2013-2014 Regular Session BILL NO: SB 1229 AUTHOR: Fuller INTRODUCED: February 20, 2014 FISCAL COMM: No HEARING DATE: March 26, 2014 URGENCY: No CONSULTANT:Lenin Del Castillo SUBJECT : Week of the School Administrator. SUMMARY This bill would move the date of the "Week of the School Administrator" from the first full week in March to the second full week of October of each year. BACKGROUND Under existing law, in observance of the importance of educational leadership at the school, school district, and county levels, the first full week in the month of March each year is designated as "Week of the School Administrator." Schools, school districts, and county superintendents of schools are encouraged to observe this week with public recognition of the contribution that school administrators make to successful pupil achievement. Existing law also designates the third full week in May as Classified School Employee Week. Public schools are required to annually observe that week in recognition of classified school employees and the contributions they make to the educational community. These observances are to be integrated into the regular school program. ANALYSIS This bill would move the date of the "Week of the School Administrator" from the first full week in March to the second full week of October of each year. STAFF COMMENTS SB 1229 Page 2 1) Need for the bill : Prior to 1999, the "Week of the Administrator" was recognized through the passage of an annual legislative resolution. In 1999, AB 1137 (Strom-Martin) was signed into law to place the "Week of the Administrator" into statute so that the annual introduction of a resolution was no longer necessary. However, according to the author's office, the second week of March coincides with the initial lay-off notification deadline of March 15th which makes it difficult to honor administrators for their work. They believe that this is a stressful period and therefore is not a good time to honor administrators-some who are tasked with serving the lay-off notices to employees, including other administrators. According to the author's office, changing the date to October coincides with Boss's Day when many administrators are already being celebrated. 2) Related and prior legislation . Chapter 286, Statutes of 1999 (AB 1137, Strom-Martin), established the "Week of the School Administrator" as the first full week in the month of March of each year.
