An act to add Section 3517.55 to the Government Code, relating to public employment.

LEGISLATIVE COUNSEL’S DIGEST

SB 1288, as introduced, Huff. State public employment: memoranda of understanding: legislative approval.

Existing law generally grants state employees have the right to form, join, and participate in the activities of employee organizations of their own choosing for the purpose of representation on all matters of employer-employee relations. Existing law requires the Governor, or his or her representative, to meet and confer in good faith regarding wages, hours, and other terms and conditions of employment with representatives of recognized employee organizations. Existing law requires the Governor and a recognized employee organization, if agreement is reached, to jointly prepare a written memorandum of understanding that, if appropriate, shall be presented to the Legislature for approval.

This bill would prohibit a bill presented to the Legislature for approval of a memorandum of understanding from providing for the approval of more than one memorandum of understanding.
