BILL ANALYSIS Ó SB 1368 Page 1 Date of Hearing: August 6, 2014 ASSEMBLY COMMITTEE ON APPROPRIATIONS Mike Gatto, Chair SB 1368 (Wolk) - As Amended: June 16, 2014 Policy Committee: TransportationVote:13-0 (Consent) Urgency: No State Mandated Local Program: No Reimbursable: SUMMARY This bill adds joint powers authorities and transit districts to the list of public agencies to which the California Transportation Commission (CTC) may relinquish park-and-ride lots. FISCAL EFFECT Caltrans indicates that local jurisdictions frequently seek concessions-typically future maintenance funds as well as upfront rehabilitation from the department-as part of relinquishment agreements. Costs will depend on the outcome of negotiations between Caltrans and local entities and a determination that any relinquishment is in the state's best interest. Since this bill is just a minor expansion of current law, however, costs should be minor, and Caltrans will realize ongoing savings from reduced maintenance and rehabilitation costs for relinquished park-and-ride lots. COMMENTS Purpose . SB 415 (Price)/Statutes of 2012, authorized the CTC to relinquish park-and-ride lots to a county transportation commission or regional transportation planning agency. According to the author, the Solano County Transit (SolTrans) Joint Powers Authority is seeking ownership of a park-and-ride facility known as the Curtola Park-and-Ride Hub in Solano County, through relinquishment from Caltrans. The relinquishment would allow SolTrans to increase parking supply, improve transit operations, facilitate carpools, modernize SB 1368 Page 2 on-site amenities, and serve as a transit hub to nearby facilities including the Vallejo Transit Center and the Vallejo Ferry Terminal. This bill allows the CTC to relinquish a park-and-ride lot directly to a joint powers authority. The author included joint powers authorities generally, rather than SolTrans specifically, so that other similar entities seeking park-and-ride lot relinquishments in the future would be able to do so without seeking specific legislative authority.
