BILL ANALYSIS Ó SB 1420 Page 1 Date of Hearing: August 6, 2014 ASSEMBLY COMMITTEE ON APPROPRIATIONS Mike Gatto, Chair SB 1420 (Wolk) - As Amended: April 21, 2014 Policy Committee: Water, Parks and Wildlife Vote: 15-0 Urgency: No State Mandated Local Program: No Reimbursable: SUMMARY This bill modifies provisions relating to urban water management plans (UWMPs). Specifically, this bill: 1)Requires urban water suppliers to include the quantification of water loss in the distribution system in UWMPS. 2)Allows urban water suppliers to report on projected water savings from codes, standards, ordinances and sustainability plans. 3)Requires UWMPs and plan amendments to be submitted electronically to DWR, including any standardized forms, tables or displays specified by the DWR. FISCAL EFFECT Minor, absorbable costs for DWR to include this methodology in their Urban Water Management Planning Guidebook. COMMENTS 1)Background and Purpose. Urban water suppliers are required to prepare and adopt an UWMP for submission to the Department of Water Resources (DWR) every five years. The plans must provide a description of the service area of the supplier, the identification and quantity of water resources, and water use projections. An urban water supplier will not be eligible for state water management grants or loans after July 1, 2016 unless demand SB 1420 Page 2 management measures and reduction targets comply with the state mandated 20% reduction in water use by 2020. DWR convened a task force, the Independent Technical Panel (ITP) to provide recommendations to the Legislature for improving demand management measures technologies and approaches. In February, 2014, the ITP issued its Report to the Legislature on Urban Water Management Plan Demand Management Measures Reporting and Requirements. The report made recommendations for improving UWMPs including requiring water loss reporting, estimating water savings, and filing UWMPs in a standardized form. This bill implements those recommendations. 2)Related Legislation. AB 2067 (Weber) revises the reporting requirements for demand management measures in UWMPs. This bill is currently pending on the Senate Floor. SB 1036 (Pavley) authorizes voluntary reporting on the energy intensity of water systems in UWMPs. This bill is currently pending before this committee. Analysis Prepared by : Jennifer Galehouse / APPR. / (916) 319-2081
