Existing law establishes a system of public elementary and secondary schools in this state, and provides for the funding of the construction of new school facilities and the modernization of existing facilities. begin insert Existing law requires the State Allocation Board to apportion certain state funds to eligible school districts for school facilities. end insert Existing federal law provides for construction funding assistance for schoolsites that are located on United States military bases and that meet specified criteria.

Notwithstanding subdivision (a) of Section 17070.70
and Section 17070.71, the board shall give priority to applications
for funding under this chapter for projects on military installations
that are eligible for United States Department of Defense Office
of Economic Adjustment school construction grants.
