SB 1421, as amended, Fuller. School facilities: schoolsites on military bases.
Existing law establishes a system of public elementary and secondary schools in this state, and provides for the funding of the construction of new school facilities and the modernization of existing facilities. Existing law requires the State Allocation Board to apportion certain state funds to eligible school districts for school facilities. Existing federal law provides for construction funding assistance for schoolsites that are located on United States military bases and that meet specified criteria.
This bill would authorize the State Allocation Board, if requested by an applicant, to give priority on itsbegin delete Applications Received Beyond Bondend deletebegin insert Unfunded Approval-Lack ofend insert
Authority List to applications submitted before May 1, 2014, for certain state funds forbegin delete projectsend deletebegin insert schools locatedend insert on military installations that are eligible for specified federal school construction grantsbegin insert, except as specifiedend insert. The bill would provide that a school district that requests this priority for an application shall not apply for school facilities state bond funds for the 3 years after the date the board grants priority for an application, as described above.
