An act to add Section 17070.72 to the Education Code, relating to
school facilities.
LEGISLATIVE COUNSEL'S DIGEST
SB 1421, as amended, Fuller. School facilities: schoolsites on
military bases.
Existing law establishes a system of public elementary and
secondary schools in this state, and provides for the funding of the
construction of new school facilities and the modernization of
existing facilities. Existing law requires the State Allocation Board
to apportion certain state funds to eligible school districts for
school facilities. Existing federal law provides for construction
funding assistance for schoolsites that are located on United States
military bases and that meet specified criteria.
This bill would authorize the State Allocation Board, if requested
by an applicant, to give priority on its Applications
Received Beyond Bond Unfunded Approval-Lack of
Authority List to applications submitted before May 1, 2014, for
certain state funds for projects schools
located on military installations that are eligible for
specified federal school construction grants , except as
specified . The bill would provide that a school district that
requests this priority for an application shall not apply for school
facilities state bond funds for the 3 years after the date the board
grants priority for an application, as described above.

THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:
SECTION 1. Section 17070.72 is added to the Education Code, to
read:
17070.72. (a) Notwithstanding subdivision (a) of Section
17070.70 and Section 17070.71, if If requested
by an applicant, the board may give priority on its
Applications Received Beyond Bond Unfunded
Approval-Lack of Authority List to applications submitted before
May 1, 2014, for funding under this chapter for projects
schools located on military installations that
are eligible for United States Department of Defense Office of
Economic Adjustment school construction grants. The authority
provided pursuant to this section shall be for priority over all
other projects on the Unfunded Approval-Lack of Authority List except
for facility hardship projects.
(b) A school district that requests priority pursuant to
subdivision (a) for an application shall not apply for school
facilities state bond funds for the three years after the date the
board grants priority for an application pursuant to subdivision (a).
