           SUMMARY  

          This bill makes numerous non-controversial changes, both minor  
          and substantive, related to the California Board of Accountancy  
          and the Board for Professional Engineers, Land Surveyors and  
          Geologists.  In addition, the bill makes changes regarding  
          fictitious business name registration and professional  
          photocopiers' requirements.

           FISCAL EFFECT  

          Minor and absorbable costs to the Department of Consumer  
          Affairs.

           COMMENT  

           Purpose  . This is one of two committee bills by the Senate  
          Business, Professions and Economic Development Committee and is  
          intended to consolidate noncontroversial provisions related to  
          various regulatory programs and professions governed by the  
          business and professions code. The author notes that  
          consolidating these provisions in one bill relieves the various  
          licensing boards, agencies and professions from the necessity  
          and burden of having separate measures for a number of  
          non-controversial revisions.  Many are minor, technical and  
          updating changes, while other provisions are substantive changes  
          intended to improve the ability of various licensing programs  
          and other entities to efficiently and effectively administer  
          their respective laws. There is no opposition to the bill.
