          DIGEST:  This bill declares the intent of the Legislature to  
          establish permanent, sustainable sources of transportation  
          funding to maintain and repair highways, local roads, bridges,  
          and other crucial infrastructure.


          ANALYSIS:   This bill is a statement of intent to create  
          sustainable funding for transportation infrastructure.  There is  
          general agreement that state and local roads and highways are in  
          poor shape and in need of additional investment.  The Governor  
          estimates that the repair and maintenance deficit for state  
          highways and bridges is $59 billion over the next 10 years; for  
          local streets, roads and bridges the estimated deficit is an  
          additional $78 billion.
