This measure would designate the portion of State Highway Route 110 between Exit 1A and Exit 1B in the City of Los Angeles as the Officer Joe Mata and Officer Roberto C. Sanchez Memorial Highway. The measure would also request the Department of Transportation to determine the cost of appropriate signs consistent with the signing requirements for the state highway system showing this special designation and, upon receiving donations from nonstate sources sufficient to cover that cost, to erect those signs.

P2 1WHEREAS, Robert Joe Mata was a police officer for the Los
2Angeles Police Department; and
3WHEREAS, Officer Mata was born on October 10, 1973, in Los
4Angeles, California. He graduated from Etiwanda High School in
5June of 1991; and
6WHEREAS, Officer Mata enlisted in the United States Navy in
71992, serving on the destroyer U.S.S. Fletcher (DD-992). During
8his service to our country, Officer Mata was awarded the National
9Defense Service Medal, the Sea Service Deployment Ribbon (First
10Award), and the Southwest Asia Service Medal, which is awarded
11to those naval personnel who patrolled the area near Iraq during
12the months after the Iraqi invasion of Kuwait; and
13WHEREAS, Upon discharge from the United States Navy,
14Officer Mata settled in Hawaii, where he met and married his wife,
15Holly. They moved to Whittier, California, and had two daughters,
16Kaleikaumaka and Pi-ilani; and
17WHEREAS, Officer Mata entered the Los Angeles Police
18Academy on January 22, 1996. He served his probationary time
19in the Newton area, where his handling of a 15 year old potential
20runaway was recognized. Office Mata convinced the troubled teen
21to stay home and seek help to work through his troubles with his
22parent; and
23WHEREAS, After passing his probation, Officer Mata moved
24on to the Southeast area. Officer Mata’s final division of
25assignment was in the Harbor area, where he was assigned to the
26Specialized Enforcement Unit, Gang Detail; and
27WHEREAS, On September 19, 2000, Officer Mata was killed
28in a vehicle accident in the Harbor area while responding to a
29call for backup from another officer who was investigating a stolen
30vehicle; and
31WHEREAS, Roberto C. Sanchez was a police officer for the Los
32Angeles Police Department; and
P3 1WHEREAS, Officer Sanchez was born on September 19, 1981,
2in Mexico City, Mexico to his loving parents, Francisco and
3Patricia Sanchez; and
4WHEREAS, The Sanchez family moved to Santa Ana, California,
5where Officer Sanchez attended Saddleback High School; and
6WHEREAS, Officer Sanchez entered the Los Angeles Police
7Academy in 2008, believing that being a police officer was the
8most honorable way of serving the community and protecting the
9innocent; and
10WHEREAS, Officer Sanchez married his wife, Sonia, on June
1114, 2009; and
12WHEREAS, Officer Sanchez honorably served with the Los
13Angeles Police Department for six years. His assignments included
14the areas of West Los Angeles, Newton, and Harbor, and he worked
15with his partner Rich Medina; and
16WHEREAS, Officer Sanchez enjoyed spending time with his
17family and friends, and volunteering at his niece’s school, where
18he read to students for “Read Across America”; and
19WHEREAS, On May 3, 2014, Officer Sanchez and his partner
20were in pursuit of a vehicle after attempting to make a traffic stop.
21While continuing the pursuit, Officer Sanchez’s vehicle was struck
22by another vehicle near the intersection of Senator Avenue and
23Anaheim Street in Los Angeles, California. Officer Sanchez and
24his partner were transported to a local hospital where Officer
25Sanchez later succumbed to his injuries; and
26WHEREAS, It is appropriate to memorialize the service and
27sacrifices of Officers Mata and Sanchez by designating a portion
28of State Highway Route 110 in their honor; now, therefore, be it
29Resolved by the Assembly of the State of
30California, the Senate thereof concurring, That
31the Legislature hereby designates the portion of State Highway
32Route 110 between Exit 1A and Exit 1B in the City of Los Angeles
33as the Officer Robert Joe Mata and Officer Roberto C. Sanchez
34Memorial Highway; and be it further
35Resolved, That the Department of Transportation is
36requested to determine the cost of appropriate signs consistent
37with the signing requirements for the state highway system showing
38this special designation, and upon receiving donations from
39nonstate sources sufficient to cover the cost, to erect those signs;
40and be it further

4WHEREAS, President Ronald Wilson Reagan, a man of humble
5background, worked throughout his life serving freedom and
6advancing the public good, having been employed as an entertainer,
7union leader, corporate spokesman, Governor of California, and
8President of the United States; and
9WHEREAS, Ronald Reagan is the only person in California’s
10163-year history to be elected to the offices of Governor of the
11State of California and President of the United States; and
12WHEREAS, Ronald Reagan served with honor and distinction
13for two terms as the 40th President of the United States of America,
14the second of which he earned the confidence of three-fifths of the
15electorate in 1984, emerging victorious in 49 of the 50 states in
16the general election--a record unsurpassed in the history of
17American presidential elections; and
18WHEREAS, In 1981, when Ronald Reagan was inaugurated
19President, he inherited a disillusioned nation shackled by rampant
20inflation and high unemployment; and
21WHEREAS, President Reagan’s commitment to the nation’s
22children helped lower crime and drug use in our neighborhoods;
23and
24WHEREAS, President Reagan’s commitment to our Armed
25Forces contributed to the restoration of pride in America, her
26values, and those cherished by the free world, and prepared
27America’s Armed Forces to meet 21st century challenges; and
28WHEREAS, President Reagan’s vision of “peace through
29strength” led to the end of the Cold War; and
30WHEREAS, President Reagan signed into law a bill to establish
31the holiday of Martin Luther King, Jr., on November 20, 1983;
32and
33WHEREAS, President Reagan signed legislation providing
34$1.25 billion in reparations and a formal apology from the
35government for the federal order that placed 120,000
36Japanese-Americans in detention camps; and
37WHEREAS, President Reagan, in 1986, signed the last
38comprehensive immigration reform act; and
P5 1WHEREAS, February 6, 2015, will be the 104th anniversary
2of Ronald Reagan’s birth, and the 11th since his passing; now,
3therefore, be it
4Resolved by the Assembly of the State of California, the Senate
5thereof concurring, That the Legislature takes great pride in
6honoring Ronald Reagan for his many contributions to our country
7and in celebrating his life; and be it further
8Resolved, That the Legislature recognizes February 6, 2015, as
9Ronald Reagan Day; and be it further
10Resolved, That the Chief Clerk of the Assembly transmit copies
11of this resolution to the author for appropriate distribution.
