Assembly Concurrent Resolution No. 14—Relative to the Deputy Sheriff Yevhen “Eugene” Kostiuchenko Memorial Highway.

This measure would designate a specified portion of State Highway Route 101 in the County of Ventura as the Deputy Sheriff Yevhen “Eugene” Kostiuchenko Memorial Highway.begin delete Thisend deletebegin insert Theend insert measure would request that the Department of Transportation determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering that cost,begin delete toend delete erect those signs.

P1    1WHEREAS, Ventura County Deputy Sheriff Yevhen “Eugene”
2Kostiuchenko was born in Kiev, Ukraine, to Anatoliy and Nadiia
3Kostiuchenko on January 30, 1973, and was one of two children
4born to thebegin delete Kostiuchenko’s,end deletebegin insert Kostiuchenkos,end insert including a brother
5Oleksandr; and

6WHEREAS, Eugene was raised in Kiev, Ukraine, where he
7attended secondary school from 1980begin delete thoughend deletebegin insert throughend insert 1990. Later,
8he attended the Military University of Defense of Russian
9Federation in Moscow where he received abegin delete mastersend deletebegin insert master’send insert degree
10in linguistics; and

P2    1WHEREAS, Eugene was fluent in four languages: Ukrainian,
2Russian, English, and Farsi. Eugene could also communicate in
3German; and

4WHEREAS, Eugene achieved the rank ofbegin delete Captainend deletebegin insert captainend insert in
5thebegin delete Ukranian Armed Forcesend deletebegin insert Ukrainian armed forcesend insert where he
6served from 1995 to 1999; and

7WHEREAS, Eugene was abegin delete Military Intelligence Officerend deletebegin insert military
8intelligence officerend insert
and served as a liaison with the Federal Bureau
9ofbegin delete Investigations,end deletebegin insert Investigation,end insert the Drug Enforcement
10Administration, and the Central Intelligence Agency. Eugene held
11the very prestigious position of serving as the adjutant to the
12begin delete Generalend deletebegin insert generalend insert of thebegin delete Ukranian Army;end deletebegin insert Ukrainianend insertbegin insert army;end insert and

13WHEREAS, Eugene began his career with the County of
14Ventura in April 2003. He initially worked as a program
15administrator with the Sheriff’s Office of Emergency Services
16where he assisted with training and response plans for thebegin delete County’send delete
17begin insert county’send insert Terrorism Working Group; and

18WHEREAS, On July 5, 2007, Eugene was hired as a deputy
19sheriff trainee and began the rigorous five-month training program
20at the Sheriff’s Regional Training Center; and

21WHEREAS, Eugene was a member of Class 2007-2 that began
22with 25begin delete Sheriff’send deletebegin insert sheriff’send insert recruits and graduated 20. Through
23Eugene’s discipline, dedication, and work ethic, he was one of the
24successful 3 percent who made it all the way from the initial
25application process to graduation; and

26WHEREAS, Eugene was sworn in as a deputy sheriff on
27November 29, 2007, and worked in the Detention Services Division
28until October 2013. After working in two custody facilities, he
29was transferred to patrol in the City of Camarillo where he began
30patrol training; and

31WHEREAS, Eugene completed patrol training in April 2014,
32and worked as a patrol deputy in Camarillo, proudly serving the
33residents of that city; and

34WHEREAS, Eugene was an avid runner who could often be
35seen running through the streets of Camarillo as he trained for the
36Baker to Vegas Challenge Cup Relay. This event, often referred
37to as the ultimate foot pursuit, is a difficult relay race consisting
38of 120 miles and 20 stages that starts in Baker,begin delete Californiaend delete
39begin insert California,end insert and ends in Las Vegas, Nevada. Eugene was a member
P3    1of the Sheriff’s Office elite competitive team and would often run
2the hardest and longest legs of the race; and

3WHEREAS, On October 28, 2014, Eugene had completed an
4early morning traffic stop and was walking back to his patrol
5vehicle when he was struck and killed by an intoxicated driver;
6and

7WHEREAS, Eugene enforced the law with enthusiasm but was
8also kind, compassionate, and caring. He loved animals and had
9future aspirations to become a canine handler and a member of
10the Sheriff’s Bombbegin delete Team.end deletebegin insert Squad.end insert Those goals were not achieved
11due to his untimely passing, but there is no doubt he would have
12been successful in those endeavors as he was in all the other areas
13of his life; and

14WHEREAS, Eugene will be truly missed by all who had the
15pleasure and honor of knowing him; now, therefore, be it

16Resolved by the Assembly of the State of California, the Senate
17thereof concurring,
That the Legislature hereby designates the
18begin delete2.040 mile end deletebegin insert 2.040-mile end insertportion of State Highway Route 101
19between Lewis Road/Junction State Route 34 at mile post 13.848
20and Las Posas Road at mile post 15.888 in the County of Ventura
21as the Deputy Sheriff Yevhen “Eugene” Kostiuchenko Memorial
22Highway; and be it further

23Resolved, That the Department of Transportation is requested
24to determine the cost of appropriate signs consistent with the
25signing requirements for the state highway system showing this
26special designation and, upon receiving donations from nonstate
27sources sufficient to cover that cost, to erect those signs; and be it
28further

29Resolved, That the Chief Clerk of the Assembly transmit copies
30of this resolution to the Director of Transportation and to the author
31for appropriate distribution.
