SUMMARY: Names a two-mile segment on State Route (SR) 101 in
Ventura County as the Deputy Sheriff Yevhen "Eugene"
Kostiuchenko Memorial Highway.
The Senate amendments are technical to correct minor drafting
errors.
EXISTING LAW: Assigns the California Department of
Transportation (Caltrans) the responsibility of operating and
maintaining state highways including the installation and
maintenance of highway signs.
AS PASSED BY THE ASSEMBLY, this resolution:

1)Recounted the life and accomplishments of Deputy Sheriff
Yevhen Kostiuchenko.
2)Designated the portion of SR 101 between Lewis Road/Junction
SR 34 (at mile post 13.848) and Las Posas Road (at mile post
15.888) in the County of Ventura as the Deputy Sheriff Yevhen
"Eugene" Kostiuchenko Memorial Highway.
3)Requested that Caltrans to determine the cost of appropriate
signs, consistent with the signing requirements for a state
highway system, showing the special designation and, upon
receiving donations from non-state sources covering that cost,
to erect those signs.
FISCAL EFFECT: According to the Senate Appropriations
Committee, pursuant to Senate Rule 28.8, negligible state costs.
COMMENTS: Deputy Sheriff Yevhen Kostiuchenko was born in Kiev,
Ukraine, to Anatoliy and Nadiia Kostiuchenko on January 30,
1973. He was raised in Kiev where he attended secondary school
and later attended Military University of Defense of Russian
Federation in Moscow where he received a master's degree in
linguistics. Deputy Sheriff Kostiuchenko served in the Ukranian
Armed Forces from 1995 to 1999, where he achieved the rank of
Captain. Later, Deputy Sheriff Kostiuchenko worked as a
Military Intelligence Officer and served as a liaison with the
Federal Bureau of Investigations, the Drug Enforcement
Administration, and the Central Intelligence Agency and also
served as the adjutant to the General of the Ukranian Army.
Deputy Sheriff Kostiuchenko began his career with the County of
Ventura in 2003 and initially worked as the program
administrator with the Sheriff's Office of Emergency Services
and later was hired as a deputy sheriff trainee. Deputy Sheriff
Kostiuchenko was sworn in as a deputy sheriff on November 29,
2007. He worked in the Detention Services Division until 2013
and was later transferred to patrol in the City of Camarillo.

On October 28, 2014, after completing an early morning traffic
stop, Deputy Sheriff Kostiuchenko was killed when he was struck
and killed by a drunk driver as he was walking back to his
patrol car. Deputy Sheriff Kostiuchenko was known by many as a
kind, compassionate, and caring individual who loved animals and
had future aspirations to become a canine handler and member of
the Sheriff's Office Bomb Team.
This resolution designates a the portion of SR 101 between Lewis
Road/Junction SR 34 and Las Posas Road in the County of Ventura
as the Deputy Sheriff Yevhen "Eugene" Kostiuchenko Memorial
Highway. This resolution further requests that Caltrans erect
appropriate signs upon receiving donations from non-state
sources to cover the cost.
