BILL ANALYSIS Ó ACR 16 Page 1 Date of Hearing: March 23, 2015 ASSEMBLY COMMITTEE ON TRANSPORTATION Jim Frazier, Chair ACR 16 (Wilk) - As Introduced January 29, 2015 SUBJECT: Los Angeles County Sheriff's Deputy Shayne Daniel York Memorial Highway SUMMARY: Designates a specific portion of Interstate 5 (I-5) in Los Angeles County as the "Los Angeles County Sheriff's Deputy Shayne Daniel York Memorial Highway." Specifically, this resolution: 1)Recounts the lifetime accomplishments of Shayne Daniel York, a committed family man and dedicated Deputy Sheriff with the Los Angeles County Sheriff's Department. 2)Designates a portion of I-5 between Newhall Ranch Road and Hasley Canyon Road in Los Angeles County as the Los Angeles County Sheriff's Deputy Shayne Daniel York Memorial Highway. 3)Requests that the California Department of Transportation (Caltrans) determine the cost of appropriate signs, consistent with the signing requirements for the state highway system, showing the special designation and, upon receiving donations from non-state sources covering that cost, to erect those signs. ACR 16 Page 2 EXISTING LAW: Assigns Caltrans the responsibility of operating and maintaining state highways. This includes the installation and maintenance of highway signs. FISCAL EFFECT: Unknown, but the measure requests that Caltrans only erect the appropriate signage upon receiving donations from non-state sources covering the cost. COMMENTS: Deputy York was a committed family man and dedicated to protecting the community he served. On August 14, 1997, Deputy York was at a beauty salon with his fiancée when two gang members entered and attempted to rob the business and its patrons. One of the gang members discovered Deputy York's Sheriff's badge and fatally shot him in the back of his head. Deputy York was only 26 years old. This resolution designating a specific portion of I-5 in honor of Shayne Daniel York acknowledges the significant role Deputy Sheriff York played in his community.
