Assembly Concurrent Resolution No. 23—Relative to Automated External Defibrillator Awareness Week.

This measure would designate the week ofbegin delete February 22 through 28,end deletebegin insert June 1 through June 7,end insert 2015, as Automated External Defibrillator (AED) Awareness Week in California.

P1    1WHEREAS, AED is an acronym used as an abbreviation for
2Automated External Defibrillator; and

3WHEREAS, AEDs are portable medical devices that use
4electrodes to automatically analyze and detect cardiac arrhythmia
5of sudden cardiac arrest patients; and

6WHEREAS, AEDs are able to produce a shock that stops the
7heart and allows it to return to a normal rhythm, a process called
8defibrillation; and

P2    1WHEREAS, AEDs are used in the event of a sudden cardiac
2arrest, which is a condition in which the heart suddenly stops
3pumping blood and quivers erratically; and

4WHEREAS, About 360,000 cases of sudden cardiac arrest occur
5yearly, typically without any warning signs; and

6WHEREAS, More than 7,000 children and young adults
7experience sudden cardiac arrest in the United States each year;
8and

9WHEREAS, A person currently has about a 5 percent chance
10of surviving an incident of cardiac arrest, which decreases by 7 to
1110 percent with every minute that passes after a person’s heart
12stops beating; and

13WHEREAS, The interval between a 911 call and the arrival of
14emergency medical services personnel is typically longer than five
15minutes and achieving high survival rates therefore depends on
16cardiopulmonary resuscitation and AED use; and

17WHEREAS, The window of opportunity for using an AED is
18very small. Defibrillation is more successful if performed within
19five minutes of the cardiac arrest. Studies show that the chances
20of survival decrease 7 to 10 percent with every minute that passes
21after the person’s heart stops beating; and

22WHEREAS, Optimal AED placement allows a person to grab
23the AED and return to thebegin delete victim within 90 seconds;end deletebegin insert victim;end insert and

24WHEREAS, Given that a person’s chances of surviving a sudden
25cardiac arrest decrease so rapidly, it is important that Californians
26are aware of the importance of AEDs and their life-saving potential;

28WHEREAS, The American Heart Association, the American
29Red Cross, and the National Safety Council prepare related public
30awareness and training campaigns on cardiopulmonary
31resuscitation and AED use, to be held during the first week in June

34thereof concurring,
